The NORTHERN MINDANAO MEDICAL CENTER (NMMC), through the General Appropriations Act 2009 intends to apply the sum of Thirty Six Million Six Hundred Thirty Three Thousand One Hundred Ninety Nine Pesos and Ninety One centavos (Php 36,633,199.91) being the Total Approved Budget for the Contract (ABC) to payments for the procurement of various Pharmaceuticals. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

2. The Northern Mindanao Medical Center now invites Bids from eligible bidders for various Pharmaceuticals. Delivery of the goods is required from January to December 2010. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act."

Bidding is restricted to Filipino citizens if sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138.

4. Interested Bidders may obtain further information from Northern Mindanao Medical Center and inspect the Bidding Documents at the address given below from 8:00AM to 5:00 PM.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee in the amount of Five Thousand Pesos (Php 5,000.00). The method of payment will be through Cash. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6. The NORTHERN MINDANAO MEDICAL CENTER will hold a Pre-Bid Conference open to all interested parties on November 18, 2009- 2:00 PM at NMMC Auditorium, which shall be open to all interested parties who have purchased the Bidding documents.

7. Bids must be delivered to the address below on or before 9:00 AM of December 1, 2009. All Bids must be accompanied by a Bid Security in the following form and amount in Pesos. Late Bids shall not be accepted.

b) Bank draft/ guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank: Provided, however, that it shall be confirmed or authenticated by a Universal or Commercial Bank, if issued by a foreign bank.

8. Bid opening shall be on December 1, 2009 - 9:00 AM at NMMC Auditorium. Bids will be opened in the presence of the Bidder's representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The NORTHERN MINDANAO MEDICAL CENTER reserves the right to accept or reject any Bid, to annul the bidding process, to reject all Bids and may not award the contract without incurring any liability and make no assurance that a contract shall be entered into as a result of the bidding when the funds for the program/project/activity has been withheld or reduced through no fault of the NMMC at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
