Voice Telephony Services – CAKH550

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in United Nations Development Business online on 14 September 2006.

2. The Royal Government of Cambodia represented by The Ministry of Posts and Telecommunications (MPTC), has received financing from a grant from the Global Partnership for Output Based Aid (GPOBA), which is administered through the International Development Association, Grant ID: TF092630.

3. As the implementing agency for the Improved Access to Communications in Rural Cambodia Project (IACRP), The Royal Government of Cambodia, represented by the Ministry of Economy and Finance, has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia. The Crown Agents, shall act for and on behalf of the Improved Access to Communications in Rural Cambodia Project (IACRP) for this procurement exercise.

4. MPTC now intends to apply part of these funds to engage a Service Provider to undertake the provision of improved access to communications services in specified areas of four selected provinces in rural Cambodia which are unserved or underserved by communications services at present. These provinces are Preah Vihear, Otdar Mean Chey, Banteay Mean Chey and Pursat, which are referred to in the Bidding Document as the Target Provinces.

5. The Target Provinces have been selected by the Ministry of Posts and Telecommunications (MPTC), with the assistance of international consultants, because there are significant rural areas in these provinces in which people do not have access to voice telephony but where there is sufficient population density and estimated household expenditure to generate a commercially viable telecommunications segment (after considering the subsidy to be provided).

6. The maximum available Subsidy amount shall be US$1,357,143. Bidders will need to conduct their own analyses and financial modeling to determine the investment required to provide the outputs required in the Designated Areas (capital and operating expenditure) and potential returns on that investment. The subsidy is intended to fund the gap that makes it uneconomic for bidders to provide the required outputs in the Designated Areas.

7. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s May 2004 Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

9. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD 100.00. In case bidders are from Cambodia, the bidding documents can be secured from the address below while for those outside the country the bidding documents can be sent electronically (by e-mail) or by courier if so requested, upon confirmation of payment including courier fee. For local bidders, payment will be made by cash or cashier’s cheque to the address below. For those outside Cambodia, payment will be made by bank telegraphic transfer to the following account:

10. Bids must be delivered to the address mentioned below in paragraph 10 at or before 14:30 hours on 28rdth December, 2009. All bids must be accompanied by a Bid Security of US$20,000 or its equivalent in a convertible currency as described in the Instruction to Bidders. Bids will be opened immediately thereafter, in the presence of the bidders’ representatives who choose to attend in person at the address given below in paragraph 10, at 14:30 hours on 28th December, 2009. Late bids will be rejected.
