SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Bristol: retender for a cost recovery and billing services for a
communal heating and hot water scheme.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The service
contract is to:
a) provide an annual meter reading and billing service to 48 blocks of
flats (2,910 individual flats) which use or shared a communal boilers
which are, together, treated as one citywide communal heating and hot
water system for the purposes of this contract.
b) repair and / or replace defective evaporative heat and hot water
meters. Meter reading service. Repair and maintenance services of
measuring apparatus. Energy meters.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Neighbourhoods services manage over 29
000 properties within the City of Bristol. These properties are of mixed
tenure, tenants and leaseholders. The service required by this contract is
to:
a) repair and / or replace defective evaporative heat and hot water
meters.
b) provide a meter reading service reading each meter in each flat.
c) providing an annual billing service to 48 blocks of flats (2,910
individual flats) which is treated as one citywide contract.
The contractor will provide a repair service for the heat and hot water
meters throughout the life of the service contract during normal working
hours (08:00 to 19:00) Monday's to and including Friday's excluding Bank
Holidays. Bristol City Council may vary the quantity at any time
throughout the life of the contract and extend the contract for up to 12
months after the 3 year contract period as detailed in clause 3.36.1 of
the Invitation To Tender document.
Estimated value excluding VAT:
Range: between 185 000 and 275 000 GBP.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 36 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A Parent Company Guarantee
and/or Performance Bond may be required.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and

III.2.2) Economic and financial capacity: Information and formalities

Minimum level(s) of standards possibly required: See section 10 within the
Invitation To Tender document. The Contractor must be able to demonstrate
financial stability and a level of financial resources sufficient for this
project. Provide assurances that the successful contractor will provide
Public Liability Insurance of not less than 5 000 000 GBP per year before
entering into a contract with Bristol City Council. Provide assurances
that the successful contractor will provide Employers Liability Insurance
of not less than 10 000 000 GBP per year before entering into a contract
with Bristol City Council.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Information requested will be as set out in the Invitation To Tender
document.
See section 10 of the Invitation to Tender Document. The Contractor must
demonstrate that it has the capacity and resources necessary to undertake
the work as described within this contract. This will included a
theoretical and practical understanding of a heat cost allocation metering
system installation and its components, and the practical experience and
knowledge of a billing system necessary to calculate and implement a
recharge to tenants and leaseholders based on heat cost allocation
system's readings. The contractor must also demonstrate that it has a
satisfactory Health & Safety policy and record. The Council will use its
professional judgement if the contractor's policy is tailored to meet the
requirements of this project and contains a general statement of policy,
organization, arrangements and communication details. The Contractors
experience must be supported by one good reference. Waste Carriage licence
(if required).

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The UK does not have a body with responsibility for
appeals or mediation procedures. The Council will incorporate a minimum 10
working day standstill period at the point where information on the award
of the Contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the Council before
the contract is entered into. Applicants have two working days from
notification of award decision to request additional debriefing and
information has to be provided in a minimum of three working days before
expiry of the standstill period. Such additional information should be
requested from the address above in Section l.1.
If an Appeal regarding the award of the contract has not been successfully
resolved the Publics Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into, the court may order
the setting aside of the award decision or order the Council to amend any
document and may award damages. If the contract has been entered into, the
court can only award damages.
