SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Proposals are
sought from suitability qualified and experienced design teams to progress
the detailed design and delivery of the Roman Gateway project at Tullie
House.
The project comprises the creation of a spectacular new 400 m2 Roman
Gallery within Tullie House Museum & Art Gallery that will recreate life
in Roman Carlisle and along the Wall. Concept design has been developed by
Redman Design to RIBA Stage C and is based around five narrative themes:
1. On the Edge of Europe’s Largest Empire - This first theme conveys the
size and variety of the Roman Empire and the position of Carlisle at its
very edge.
2. The Dynamic Frontier - demonstrating how the area changed over its
period of Roman occupation i.e. consolidation of the frontier, rebuilding
of the wall in stone.
3. Britain as an Imperial Province - The experience of living in the
military zone of Roman Britain.
4. Real Life in Roman Carlisle - This is where human interest stories will
be told.
5. The Living Wall - modern stories around empire and frontiers will be
told with connections to the previous Roman themes.
The gallery will use a variety of interpretation techniques and resources
from graphic panels to audio, moving images and hands-on activities.
The project will be complemented by public realm works and interpretation
on and adjacent to Hadrian’s Wall Path. Concept designs for this element
have been developed by Landscape Architects TEP.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The commission is to take forward the
design of the gallery building on the work undertaken by Redman Design and
progress the project through RIBA stages D to L i.e. detailed design,
procurement of contractor/s & supervision of works on site and acting as
the client’s representative.
It is imperative that the team includes all the necessary resources and
expertise to research and develop the interpretation themes and
storylines, produce interpretation approaches and text appropriate to
different audiences, produce a quality detailed design, obtain all
necessary consents, procure and appoint all necessary
building/installation contractor(s), administer the installation
contract(s), manage the budget and successfully complete the project.
Estimated value excluding VAT:
Range: between 1 000 000,00 and 1 200 000,00 GBP.

VI.3) ADDITIONAL INFORMATION: Key objectives of the project are:
1. Establish Carlisle as the must-see, world class gateway to the western
and central sections of Hadrian’s Wall
2. To create a gallery of major significance at Tullie House that meets
the needs of local audiences but also delivers as an international tourist
attraction, generating new and additional visits for the city, the Wall
and the region.
In a broader context the interpretation for the Gallery must lie within
the overall Hadrian's Wall Interpretation Framework which is being
developed for the whole World Heritage Site by Hadrian's Wall Heritage
Limited. This framework is in development and the most recent version will
be attached to the Tender documenatation.
Carlisle Renaissance is currently commissioning the preparation of an
interpretation framework to set out the principle interpretation themes
and story lines for the City’s heritage offer. The appointed consultants
will be expected to take account of the emerging findings of the
interpretation framework project and to work with the consultants
appointed to carry out this work.
