This is a combined synopsis/solicitation for commercial items/services in accordance with the format in Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and proposals are being requested.

We anticipate a firm fixed price (FFP) contract as a result of this Request for Proposal (RFP).

The contract will be issued for a period of performance of one (1) year and may be extended for four (4) additional one-year option periods.

Pursuant to FAR 19.5 Set-Asides for Small Business, this is a 100% Small Business set-aside for NAICS 532420 with a size standard of $25M.

This solicitation is also issued pursuant to the Robert T. Stafford Act, 42 U.S.C. 5150 and is restricted to Small Business entities residing and primarily doing business in the presidentially declared counties of the State of Mississippi for disaster DR-1604-MS, Hurricane Katrina. The declaration can be viewed at www.fema.gov. To be eligible for a local disaster area set-aside, businesses must meet the criteria of FAR 52.226-3 Disaster or Emergency Area Representation.

Offerors are required to be registered in CCR (Central Contractor Registration; www.ccr.gov) and maintain an active registration throughout the contract period of performance.

FEMA requires a lease for copiers and related services at the Mississippi Recovery Office (MSRO) and other sites. See the attached solicitation details and the Statement of Objectives (SOO) (Section D of the RFP).

Contractors interested in responding to this solicitation must submit a price proposal and Performance Work Statement (PWS) specifying how they will meet the requirements of the Statement of Objectives (SOO). A PWS Development Checklist is included for guidance.

The award will be made to the offeror whose proposal represents the Best Value to the Government in accordance with FAR 52.212-2, Evaluation -- Commercial Items. Evaluations may be made with or without discussions. Proposals will be evaluated for Price, Technical Approach (PWS), and Past Performance. More importance will be placed on Technical Approach and Past Performance than Price.

Offerors must comply with all instructions in the RFP. The Government will not accept incomplete proposals.

Proposals are due on or before November 20, 2009, by 10:00 am.

Offers received after the due date and time will be considered as late submissions and will not be evaluated. See the attached SF 1449 for all clauses incorporated into this solicitation.
