The FHWA Office of Acquisition Management contemplates award of a contract in support of the FHWA Office of Highway Policy Information. The purpose for this Sources Sought announcement is to conduct market research to identify parties having an interest in, and the resources to support, this requirement. Consideration will be given to identifying small business concerns, including the sub-categories of SDVOSB, HUBZone, 8(a), SDB and woman-owned. The result of this market research will contribute to determining the method of procurement.
FHWA anticipates that work will be performed under the contemplated contract without the use of competitively awarded Task Orders. As such, there will be no additional competitive opportunities for this activity following award of the initial contract. The attached document contains a list of specific technical requirements necessary for successful performance of the program. Interested parties' responses regarding these requirements addressing their experience and capabilities will be used to determine the availability of potential businesses both large and small and their current capabilities. Interested parties are encouraged to respond to each requirement. FHWA anticipates responses from interested parties with demonstrated understanding of each task area and an ability to provide all functional capabilities for each technical area. Note: The subject work is not currently being performed under an existing contract. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 5 p.m. EDT on December 1, 2009 in accordance with the instructions provided by Section 5 of the attached document..
