National Commission for Privatisation ADVERTISEMENT INVITATION FOR EXPRESSIONS OFINTERESTS FOR BULK AND BREAKBULK STEVEDORING LICENCES AT THE SIERRALEONE PORTS AUTHORITY 1. 1. The Government ofSierra Leone established the National Commission for Privatisation (NCP) under an Act of Parliament : The NCP Act of 2002. The NCPhas the mandate for the implementation of Public Enterprises Reform and Restructuring under the Privatisation and Commercialisationprogramme of the Government of Sierra Leone (GoSL). 2. 2. The NCPhas commenced a programme of reform for the port sector, with the objective of increasing the efficiency and productivity of theport sector in Sierra Leone. 3. 3. As part ofits reform process, the Government of Sierra Leone through the NCP seeks to license a limited number of qualified CargoHandling Service Providers to perform bulk and breakbulk cargo handling on Sierra Leone Port Authority (SLPA) premises. 4. 4. These licenses to be issued through International Competitive Biddingwould cover services indesignated areas of Queen Elizabeth II quay under SLPA. 5. 5. Prospective licensees will be responsible for terminal operations including the provision andmaintenance of cargo handling equipment and systems. 6. 6. Such prospective licensees should provide: · Verifiable evidence of record ofsuccessful involvement and technicalcompetence in providing similar services. · Requisite financial resourcesand technical competence not only to provide port services but also to improve and modernize existing methodsand equipment. 7. 7. Method of Application - Interested applicantsshould indicate their interest by providing the following documentation and information: · Full name of company and contactperson, postal address, telephone/fax numbers, and e-mail addresses. · Ownership structure of company;name(s) of major shareholders and percentage shareholding. · Audited financial statements for thepast three (3) years and most recent management accounts. · Technical and operationalcapabilities: ü Experience in cargohandling operations ü Local andinternational experience in the transportation industry. ü Evidence of amplefinancial resources. 8. Upon receiptof Expressions of Interest (EOI) from prospective licensees, the NCP shall evaluate and pre-qualify applicants. 9. Prior toaccess to information and facilities of the SLPA, pre-qualified applicants will be required to pay a non-refundable fee of US$1,000in bank draft drawn in favour of NCP. 10. An originalcopy and five (5) other copies of Expressions of Interestshall be delivered in a sealed envelope clearly marked " EOI Bulk andBreakbulk Licences " at the top right hand corner and delivered to the address below not later than Friday, January 15, 2010 by17Hrs. local time.
