National Commission for Privatisation ADVERTISEMENT INVITATION FOR EXPRESSIONS OFINTERESTS FOR CONCESSION OF THE CONTAINER TERMINAL AT THE SIERRALEONE PORTS AUTHORITY 1. 1. The Government ofSierra Leone established the National Commission for Privatisation (NCP) under an Act of Parliament: The NCP Act of 2002. The NCPhas the mandate for the implementation of Public Enterprises Reform and Restructuring under the Privatisation and Commercialisationprogramme of the Government of Sierra Leone (GoSL). 2. 2. The NCP hascommenced a programme of reform for the port sector, with the objective of increasing the efficiency and productivity of the portsector in Sierra Leone 3. 3. As part of this exercise, the Government of Sierra Leone through the NCP hereby invitesprospective Marine Transport Service providers as concessionaire for the Container Terminal of Sierra Leone Port Authority(SLPA). 4. 4. This concession to be awarded through International Competitive Bidding would cover services inQueen Elizabeth II quay under SLPA. 5. 5. Prospective concessionaire, who must be experienced in port operations, will be responsible forterminal operations including investment inthe provision and maintenance of the superstructure and equipment. 6. 6. Such prospective concessionaire should provide: · Verifiable evidence of record ofsuccessful investment and technical competence in port service provision. · Requisite financial resourcesand technical competence not only to provide port services but also to improve and modernize existing superstructures andequipment. 7. 7. Method of Application - Interested applicantsshould indicate their interest by providing the following documentation and information: · Full name of company and contactperson, postal address, telephone/fax numbers, and e-mail addresses. · Ownership structure of company;name(s) of major shareholders and percentage shareholding. · Audited financial statements for thepast five (5) years and most recent management accounts. · Technical and operationalcapabilities: ü Number of years inmarine operations ü Internationalexperience in the maritime industry. ü Evidence of amplefinancial resources 8. Upon receiptof Expressions of Interest (EOI) from prospective concessionaire, NCP shall evaluate and pre-qualify applicants. 9. Prior toaccess to information and facilities of the SLPA, pre-qualified applicants will be required to pay a non-refundable fee of US$3,000in bank draft drawn in favour of NCP. 10. An originalcopy and five (5) other copies of Expressions of Interestshall be delivered in a sealed envelope clearly marked " EOI ContainerTerminal Concession " at the top right hand corner and delivered to the address below not later than Friday, January 15, 2010by 17Hrs. local time.
