GENERAL PROCUREMENTNOTICE THE DEMOCRATIC REPUBLIC OF TIMOR-LESTE Youth Development Project (YDP) Social Development Unit, Sustainable Development Department, EastAsia and Pacific Region GENERAL PROCUREMENT NOTICE Grant No. H414-TP Project ID No. P106220 The Democratic Republic of Timor-Leste has received financing in the amount of US$ 2.1million equivalent from the World Bank toward the cost of the Youth Development Project, and it intends to apply part of theproceeds to payments for goods, works, related services and consulting services to be procured under this project. The overall objective of the YDP is to: Promote youth empowermentandinclusion in development by expanding the capacities of and opportunities for youth groups to initiate and participate incommunity and local development initiatives. The YDP has two main components and Five Subcomponents. Component (1) Operationalizing the National Youth Policy:This component supports the Secretariat of State for Youth and Sports (SSYS) to operationalizethe National Youth Policy. This willbe achieved through the following sub-components. Sub-componentA: Institutional Strengthening Strengthen the capacity of the SSYS to develop, implement andcoordinate policy and programming. Sub-component B: Strengthening Youth Centers Provide funding to strengthen the capacity of the SSYS to work withand coordinate the activities of youth centers. Component (2) Youth inLocal Development: Thiscomponent supports the MSATM to establish a mechanism to distribute small grants to youth in rural villages through localgovernments. It will achieve this through: Sub-component A: Youth Development Grants Provide grants to youth groups at village level to select andimplement their subprojects. Sub-component B: Youth Facilitators and Capacity Building Provide training and support to Youth facilitators and to Youthimplementation teams (YIT). Sub-component C: Project Implementation and Technical Support Support the implementation capacity within MSATM. Procurement of contracts financed by the World Bank will beconductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits (current edition), and is open to all eligible bidders asdefined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers Published by the Bank inMay 2004 and revised in October, 2006 There will be no ICB for goods, works or consultancy servicesthroughout the duration of this project which otherwise will be announced, asthey become available, in UN Development Business anddgMarket and local newspapers.
