The Government of Albania has received financing in the amount of US$ 40,000,000 equivalent from the World Bank and other donors toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds to payments for consultant services.

The services include: Technical Assistance to the Albanian Development Fund (implementing Agency) for Secondary and Local Roads Project

The Technical Assistant is responsible for providing assistance to and supporting the ADF to carry out an efficient and effective implementation of Secondary and Local Roads Project. This technical assistance will include also assistance on technical documentation and procurement issues, as well as implementing a procurement programme conforming to the Credit and Loan Agreements under the Guidelines of the World Bank and to strengthen the procurement management and technical capabilities of ADF staff.

The Technical Assistant should be an experienced professional Civil Engineer, preferably with a technical background in road engineering and with extensive experience in all facets of the management of large multilaterally-funded works contracts and the administration of complex international procurement of civil works, goods, consultants and Information Technology services and equipment.

The assignment is phased, with a firm contractual tranche of 12 months, and two
conditional tranches of 12 months each. After completion of a firm tranche, the conditional tranches of the contract may be transformed into firm tranches by the Client subject to satisfactory performance of the consultant during the previous tranche. The Consultant input should be 10 months (per 12 calendar months) each tranche and he/she should operate out of Tirana whenever it will be required.

The Albanian Development Fund now invites eligible consultants (individuals) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant (individual) will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised October 2006.

Expressions of interest must be delivered to the address below by November 30, 2009.
