Procurement of FWD (Defloctometer) for Azerroadservice OJC

IFB No: 13

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 3 of August 17, 2009.

2. The Government of Azerbaijan has received a loan from the International Bank for Reconstruction and Development toward the cost of Azerbaijan Highway Project 2 and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Maintenance equipment for Azerroadservice OJC .

3. The Azerroadservice OJC now invites sealed bids from eligible and qualified bidders for
Procurement of FWD (Defloctometer) for Azerroadservice OJC

4. Bidding will be conducted through the International Competitive Bidding (ICB) procurement method specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Azerroadservice OJC and inspect the Bidding Documents at the address given below from 09:00AM to 05:00PM office hours.

6. A margin of preference for certain goods manufactured domestically may be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 150 AZN (one hundred and fifty) or convertible currency in 190 US$. The method of payment will be cash or by bank transfer to:

The documents will be sent by courier service for the specified time as required but “AzerRoadService” OJC is not responsible for late applications.

8. Bids must be delivered to the address below at or before 14 January 2010 at 17:00 (local time). Electronic bidding will will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on January 14, 2010 at 17:05 (local time). All bids must be accompanied by a Bid Security of 60,000.00 AZN or convertible currency in accordance with exchange rate .
