AZERBAIJAN HIGHWAY II PROJECT

CONSULTING SERVICES: AZERROADSERVICE TECHNICAL SUPPORT CONSULTANT

IBRD LOAN № 7356- AZ,

REQUEST FOR EXPRESSION OF INTERESTS

This Request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in Development Business of August 17, 2009.

The Government of Azerbaijan has received a Loan from the International Bank for Reconstruction and Development (IBRD) and International Development Association and intends to apply part of the proceeds of this Loan for the Consulting Services for the AzerRoadService Technical Support Consultant.

The objective of the consulting services is:

• Provision of high level support to ARS’s Investment Department on policy and project matters
• Provision of assistance and support in liaison and negotiation with the IFIs
• Co-ordination between technical assistance assignments
• Provision of advice on re-structuring and reform of ARS and its Investment Department
• Provision of support in the implementation of institutional reform programmes within ARS and its Investment Department

This appointment shall not involve continuous services over the two year period. It is envisaged that up to 20 months of input would be required in the two year assignment period. The consultant is expected to reside in Baku and to expend most of the time of the assignment in Azerbaijan.

ARS shall review the performance of the Individual Consultant at the end of the first 12 months and shall make a decision on the need for continuation of the Consultant’s assignment in the second year.

The “Azerroadservice” OJC of the Ministry of Transport now invites eligible Individual Consultants to indicate their interest in providing the services.

Interested Individual Consultants must provide information indicating that they are qualified to perform the services (CV, experience in similar conditions, availability of appropriate skills, etc.).

Consultants may associate to enhance their qualifications.

A Consultant will be selected based on Individual Consultant Selection in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006. The works are expected to commence not later than February 2010.

Expression of Interest must be delivered to the address below not later than 30 January 2010.
