This Invitation for Tenders follows the General Procurement Notice for
this project which was published in 'Procurement Opportunities' on 18 May
2006 and updated on 16 February 2009.
The Municipality of Tirana, hereinafter referred to as "the Employer",
intends using part of the proceeds of a loan from the European Bank for
Reconstruction and Development (the Bank) towards the cost of Municipal
Roads Development Project.
The Municipality of Tirana represented by the PIU now invites sealed
tenders for the following contracts to be funded from the proceeds of the
loan for the contract:
"Construction of Lana Bridge on the Kavaja Road" Tirana.
The works consist in to construction of the new bridge of one deck area
approximately 850m² to provide Cross-section for 6 traffic lines and
sidewalks in both sides.
The Works specified under this Contract shall include all general works to
the construction of the new bridge, road lines, demolition and removal of
existing and construction of new utilities, road markings and signs.
The estimated duration of the contract is 10 (Ten) months.
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the
following minimum criteria:
Average annual turnover as prime contractor (defined as billing for works
in progress and completed) over the last 5 years of 300.000.000.00 ALL or
equivalent,
Successful experience ( at least 70 percent of works should be completed),
as prime contractor in construction of at least two structures of the same
size and complexity over the last 10 years,
Contract Manager with 15 (fifteen) years experience in works of an
equivalent nature and volume, including no less than five years as
Manager;
The tenderer shall demonstrate that it has access to, or has available,
liquid assets, unencumbered real assets, lines of credit, and other
financial means sufficient to meat the construction cash flow for the
contract for a period of 3(three) months, estimated as not less than ALL
45,000,000.00 (forty five million) or equivalent, taking into account the
tenderer's commitments for other contracts.
The Tender Documents will be purchased from the PIU offices, upon
submission of the Bank payment, of a non-refundable fee of ALL 30,000
(thirty thousand Albanian Leke) or equivalent in convertible currency.

All tenders must be accompanied by a tender security of 3,700,000 (Three
million and seven hundred thousand) ALL.
Tenders must be delivered to the office at the address below on or before
date December 18, 2009, at 12:00 noon, Tirana, which time they will be
opened in the presence of those tenderers' representatives who choose to
attend.
A register of potential tenderers who have purchased the tender documents
may be inspected at the address below.
