SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Provision of Interim Rotary Wing Flying Training and Support Services at
RAF Shawbury and HQ Army Aviation Centre Middle Wallop.
II.1.2) Type of contract and location of works, place of delivery or of

simulation in aircraft, missiles and spacecraft. Repair, maintenance and
associated services related to aircraft and other equipment. Engineering
support services. Domestic services. Provision of an Interim Rotary Wing
Flying Training solution - sufficient and 'fit for purpose' single turbine
& twin turbine helicopter platforms and up to 50 flying instructors.
Provision of Support Services at RAF Shawbury and HQ Army Aviation Centre
Middle Wallop.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: As an interim Solution (IS) provide
sufficient and 'fit for purpose' Rotary Wing platforms for use by the
Defence Helicopter Flying School to execute Authority approved flying
training syllabi at RAF Shawbury Shropshire, RAF Valley Anglesey and HQ
Army Aviation Centre Middle Wallop. The IS must be fully operational
(including all instructors being fully trained and course syllabi fully
developed) from 1.4.2012 and will be for a period of up to 4 years. During
the 4th year there will be a staged phase-out of the IS platforms with a
corresponding staged phase-in of the future requirement which will be
provided by Ascent as part of the holistic UKMFTS solution for Flying
Training. It will be necessary to provide the full service for up to two
additional option years from 2015 should there be a delay in the provision
of the holistic solution followed by the phase-out year. The Authority
reserves the right to utilise any or all of these options should it be
necessary. On-site flight simulation will also be required to support this
requirement.
The IS mus be capable of providing up to 28 000 flying hours per annum on
the single-turbine helicopter platforms and 8.500 on the twin-turbine
helicopter platforms, through which, a programme of flying training for
Pilots and Rear Crew will be delivered. It is essential that both
cockpit-procedure training devices and full-motion flight simulation
facilities are provided on site as this will account for a large
proportion of the training programme. Both helicopter types will be
certified to undertake Night Vision Device (NVD) work and will be fitted
with covert external lighting devices that will permit night tactical
formation. Additionally, the aircraft will be fitted with a navigation
system and digital mapping display that is capable of off-aircraft mission
planning. The twin-turbine helicopter must be able to conduct SAR
operations including safe over-the-water operations with a cabin capable
of winching a stretcher-case aboard with up to 4 rearcrew operating in the
cabin.
Provision of up to 50 flying instructors will be required to operate
alongside current military instructors. A mixture of pilot and rearcrew
instructors will be needed and all are required to have CFS approved
qualifications, QHI and QHCI respectively. The cadre of instructors must
be capable of providing a range of instructional techniques including, but
not limited to, general handling, procedural instrument flying, tactical
and formation flying, low-level operations including NVD and Search &
Rescue.
In addition to the IS requirements, to provide a range of support services
to RAF Shawbury and Middle Wallop. It is envisaged that these services
will be required throughout the period of the IS flying training contract,
until full operating capability (FOC) of the UKMFTS flying training
solution is achieved. At the end of the IS and support services contract
it is probable that these two elements will be decoupled and separate
arrangements as yet to be decided will be made for the on-going support
services for RAF Shawbury and Middle Wallop.
The Statement of Requirement will contain the following sections - single
engine aircraft, multi engine aircraft, maintenance of both aircraft,
non-regular instructors (DHFS), ground school instructors, DHFS air
operations, engineering operations & records support facilities,
maintenance test pilot, aircraft mechanical support facilities, aircraft
avionic & electrical support facilities, aircraft escape & survival
equipment support, armament support facilities, general engineering
support services operations & records, ground radio services, mechanical
transport operations & maintenance, air traffic countrol simulator
maintenance, supply support, domestic services, Central ATC School Flight
Simulator operators, contingency planning, general management &
administration.
MOD reserves the right to employ a Reverse Auction for the procurement of
these services. Additionally, potential bidders are to note that should
there be no effective competition for these services the MOD reserves the
right to use non-competitive pricing techniques such as No Acceptable
Price No Contract (NAPNOC) in order to ensure value for money. Any
potential bidder must therefore be prepared to move quickly from a
competitive route to a non-competitive route in this procurement process.
Estimated value excluding VAT: 180 000 000 GBP.

appropriate, of turnover in the area covered by the contract for a maximum

which the undertaking was set up or the economic operator started trading,
as far as the information on these turnovers is available.

(a) A list of the works carried out over the past five years, accompanied
by certificates of satisfactory execution for the most important works.
These certificates shall indicate the value, date and site of the works
and shall specify whether they were carried out according to the rules of
the trade and properly completed. Where appropriate, the competent
authority shall submit these certificates to the contracting authority
direct
(b) A list of the principal deliveries effected or the main services
provided in the past three years, with the sums, dates and recipients,
whether public or private, involved. Evidence of delivery and services
provided shall be given: - where the recipient was a contracting
authority, in the form of certificates issued or countersigned by the
competent authority, - where the recipient was a private purchaser, by the
purchaser's certification or, failing this, simply by a declaration by the
economic operator
(c) An indication of the technicians or technical bodies involved, whether
or not belonging directly to the economic operator's undertaking,
especially those responsible for quality control and, in the case of
public works contracts, those upon whom the contractor can call in order
to carry out the work
(d) A description of the technical facilities and measures used by the
supplier or service provider for ensuring quality and the undertaking's
study and research facilities
(e) Where the products or services to be supplied are complex or,
exceptionally, are required for a special purpose, a check carried out by
the contracting authorities or on their behalf by a competent official
