SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Provision of Housing Services to Council Tenants and Leaseholders.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.
Service category: No 1.
Main place of performance or of delivery: Ealing, London. There will be
three lots covering three geographical areas across the borough.
NUTS code: UKI23.
II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Housing Services, for council tenants and leaseholders are
currently managed by the council’s ALMO, Ealing Homes. Housing Management
services are provided directly by Ealing Homes, who provide contract
management for Repairs and Maintenance, including Major Capital works.
Other services such as Grounds Maintenance and Street Cleansing are
provided through council contracts.
Services are to be delivered to council tenants under three area based
contracts, which relate to three individual Lots. The following list
represents the broad services to be provided.
— Housing and Estate management,
— Grounds Maintenance and Cleansing,
— Repairs and Maintenance,
— Management and Procurement of Major Capital works,
— Rent collection and arrears management,
— Leasehold management,
— Resident participation,
— Management of non-residential assets (e.g. garage sites).
The three contract areas and the number of Tenants and Leaseholders are
included in the table below. However, it should be noted that the number
of properties will diminish over time as development projects are
implemented.
Ealing Area (2117 Leaseholder), (6910 Tenant), (9027 Total).
Northolt Area (2008 Leaseholder), (4197 Tenant), (6205 Total).
Southall Area (754 Leaseholder), (1900 Tenant), (2654 Total).
Total (4879 Leasholders), (13007 Tenant), (17886 GRAND TOTAL).
It should be noted that contractors will be invited to bid for all
contracts, although contract award will be limited to two contracts per
bidder, under these circumstances there would be a requirement for one of
the contracts to be for the Southall Area.
Estimated annual value of contract:
Ealing - 17 000 000 GBP.
Northolt- 11 000 000 GBP.
Southall - 5 000 000 GBP.
There may also be opportunities for the contractors to be awarded
additional opportunities to redevelop existing properties and to build new
homes on infill and disused garage sites. Details of these opportunities
will be supplied in the Tender documentation.
The council intends to follow the Restricted procurement procedure and the
contract is due to commence on the 1.4.2011.

II.7) ADDITIONAL INFORMATION: The council is a holding a Housing: Local
service, Local Choice conference on the 12.11.2009 at Ealing Town Hall.
The conference will enable potential partners to network with colleagues
from other organisations and discuss possible areas of collaboration for
consortia bids. Those interested in becoming partners should contact

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment under any
contract will be in Pounds Sterling (GBP). The main terms of financing
will be set out in the tender documentation.
