SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

external and communal decorations and planned maintenance to the housing
stock (approximately 15 800 dwellings and 2000+ garages) and any other
associated proeprty that Hounslow Homes may wish to include during the
term of the contract.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Systematic external and communal
decorations and planned maintenance to the housing stock (currently
approximately 15 800 dwellings and in excess of 2 000 garages) and other
associated property which Hounslow Homes may wish to include during the
term of the contract, such as community halls and offices. It is estimated
that the annual mix of work will be in the range of 40 to 60 % planned
maintenance and 40 to 60 % painting, depending on the properties included
in the annual programme. The service provider will be responsible for the
annual site survey and specification of works to achieve the service
standard as well as undertaking the works. Ranging between GBP 2 500 000
and GBP 3 500 000 per annum.
Estimated value excluding VAT:
Range: between 250 000,00 and 350 000,00 GBP.

months: 84 (from the award of the contract).

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: A Term Brief and detailed information pack
will be sent out with all pre-qualification questionnaires. The contract
will be for an initial 7 years. There are two optional extensions of 4
years and 3 years respectively, that may be awarded based on quality and
cost achieved during the previous contract period. The estimated annual
value is between GBP 2 500 000 and GBP 3 500 000 per annum. All requests
to participate must be submitted by sending a competed Pre-Qualification
Questionnaire and supporting documentaion to the Corporate Procurement
Unit at the address in I.1 Contact Point. All completed Pre-Qualification
Questionnaires must be returned no later than the date in IV 3.4

request by email: procurement@hounslow.gov.uk up to 12 noon on 11.12.2009.
VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: Royal Courts of Justice,

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will incorporate a minimum 10
calender day standstill period at the point of information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
trenderers to seek further debriefing from the contracting authority
before the contract is entered into. Applicants have 2 working days from
notification of the award decision to request debriefing and that
information has to be provided a minimum of 3 working days before the
expiry of the standstill perio. If an appeal regarding the contract has
not been successfully resolved, the Public Contracts Regulation 2006 (SI
2006 No. 5) provide for aggrieved parties who have been harmed or are at
risk of harm by a breach of the rules to take action in the High Court
(England, Wales and Northern Ireland). Any such action must be brought
promptly (generally within 3 Months). Where a contract has not been
entered into the court may order the setting aside of the award decision
or order the Authority to amend any documentation and may award damages.
If the contract has been entered into the court may only award damages.
