SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Responsive repairs and void refurbishment contract - West Pennine.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Authority
is seeking to appoint a suitably qualified and experienced contractor to
provide a high quality day to day responsive repairs, void repairs and
maintenance service to housing stock currently owned by west Pennine
Housing Association. The contractor shall be required to provide a
responsive repairs service to approximately 3 250 homes in the
geographical areas of Oldham, Tameside and surrounding areas in Greater
Manchester. This will include repairs to tenanted properties, repairs to
communal areas and re-servicing void properties. The housing stock is
varied in terms of age, construction type, dwelling type and location. The
contractor will be required to provide a full repairs service between
8:00am and 05:00 pm on weekdays and must also provide additional cover
between 5:00pm and 7:00pm on weekdays in line with the shared service
centre's operational hours. In addition to this, a limited service will be
offered until 08:00 pm on weekdays and on Saturdays from 8:00am until
12:00pm. The contractor will also be required to provide 24 hour/365 days
emergency cover to carry out emergency works outside the above times. In
respect of void properties, the Authority will notify the contractor when
a property has become vacant and needs inspection. The contractor will
work with the Authority and any of its other contractors to carry out the
necessary reinstatement works in the shortest possible time in order to
minimise rent loss. The proposed contract terms will be based on the ACA
Standard Form of Contract for Term Partnering TPC 2005 (amended 2008). The
term of the contract is expected to be two years with a potential
extension of a further three years subject to the Authority's unilateral
exercising of such options. Applicants will need to demonstrate an ability
and willingness to deliver high standards of service within a partnering
relationship and to be experienced in partnered methods of procurement in
relation to occupied housing and working collaboratively with tenants and
residents.

absolute discretion by a period up to and including three years.

Objective criteria for choosing the limited number of candidates: This
will be based on evaluation and scoring of each applicant's submitted
pre-qualification questionnaire. When the number of operators expressing
an interest exceeds the envisaged number of operators, the number of
applicants will be restricted to five (5) highest scoring evaluated
pre-qualification questionnaires. Selection criteria will be a combination
of financial and non-financial factors including: contractor acceptability
(Regulation 23 Public Contracts Regulations 2006) economic and financial
standing (Regulation 24 Public Contracts Regulations 2006) and
contractor's technical capacity (Regulation 25 Public Contracts
Regulations 2006).
