SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Knowsley MBC
have a clearly defined vision for the enhancement of the centre of the
Stockbridge Village community which sees physical regeneration of the
area, facilitiating life opportunities for the community.
The master plan for the village currently under development to RIBA Stage
C includes a new build neighbourhood centre, complete with leisure and
youth facilities and a cafe. A new integrated children, family and
education centre complete with primary school, nursery, community library,
enhanced children's centre and shared operational facilities collected
around a new public square. The master plan also includes a new retail
unit and an advanced seperately funded play pathfinder which is due to
start on site in January 2010. An extension to the existing doctors
surgery will be the subject of a seperate procurement by the PCT.
Knowsley MBC are seeking a Constructor Partner who can participate in the
concept of Early Contractor Involvement assisting the established design
team develop the designs through RIBA Stage D to implementation and
delivery.
Funding for the implementation of the master plan is likely to be from a
variety of sources, including the Council's own resources (eg Leisure
Facilities Strategy, schools Primary Capital Programme and Working
Neighbourhoods Fund) and the DCSF Co-location Fund. This is potentially a
gross programme value of between GBP 20 000 000 to GBP 30 000 000.
Subject to the selected constructor partner performance in relation to the
delivery during this project, Knowsley MBC may consider including all or
part of their future primary capital programme and other programmes
through this procurement notice for awards of contracts within the next
four years.
A single Constructor Partner will be selected against quality and cost.
Submissions are to include evidence of similar schemes, similar
procurement methods, required overheads and profit and preliminaries. This
selection evaluation matrix methodology will be outlined within the
package available to contructors expressing an interest.
Project Programme -.
The planned opening date of the new integrated primary school is September
2011, at which time all other operational services and public realm are to
be sufficiently in place to support the beneficial operation of the
Children, Family and Education Centre at the heart of Stockbridge Village
community. Other elements of the scheme are to be programmed in
conjunction with the successful contractor.
