It is the National Energy Technology Laboratory's intent to award a delivery order on a sole source basis to International Business Machines Corporation, Arlington, VA under GSA contract #GS-35F-4984H for a one year license to provided NETL, DOE and site support contract personnel, maintenance to on the Enovia MatrixOne software issued to the U.S Government. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all necessary support for Enovia MatrixOne software. If no challenges to acquire this item are received by 3:00 p.m. eastern time, 23 Nov 2009, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
