This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached to this announcement for ease of reading.
HSFEHQ-10-Q-0003 is issued as a Request for Quotation (RFQ) pursuant to FAR Part 12 and 13. It is anticipated that one (1) Indefinite-delivery Indefinite-quantity contract with firm-fixed-price line items will result from this synopsis/solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This is a Total HUBZone Set-aside. The NAICS code is 561730 and the small business size is less than $7M. Contractors are required to attend a site visit prior to submitting a quotation. Quotations received by contractors who have not attended a site visit will be considered nonresponsive and will not be considered for award. PRE-REGISTRATION is required
VENDORS MUST BE HUBZONE-CERTIFIED TO ATTEND AND SUBMIT QUOTES. Submit the following registration information: company name, address,
attendee name, e-mail address and phone number for each attendee, and
include the site locations you intend to visit to FEMA-Industry@dhs.gov
(please include Site Visit Registration in subject line). Limit 3 attendees per company; no exceptions. Pre-Registration ends November 13, 2009 at 12 p.m. ESTSee attached flyer for additional information related to the site visit and registration requirements. Travel and accommodations associated with completion of this requirement will not be paid. Contractor shall submit questions associated with assisting them in determining whether to participate in this acquisition not later than Thursday November 12, 2009 12:00 pm EST. All other questions will be answered during the site visit. Questions and answers will be made a part of the formal contract file but will not be posted as participation in the site visit is a requirement for participation in the competition.

Pre-registration is extended until November 18, 2009 at 12:00pm EST. As specified in the site visit flyer, site visit are limited to HUBZone certified vendors. HUBZone certified vendors may be accompanied by non- HUBZone vendors as long as the total number in the group does not exceed three (3). When registering, the HUBZone certified vendor must identify the non- HUBZone vendor participants.
