Assignment Overview

Assignment Title: Design of a new CDM methodology for rural electrification projects

Assignment Country: Ethiopia

Assignment Description

The objective of this activity is to develop access to the carbon market in the rural electrification sector. The consultant will (i) assess the mitigation potential of African countries based on current trends and projections and (ii) assist the World Bank Carbon Finance Unit in developing a baseline and a methodology for rural electrification. The methodology shall be developed based on a current project in Ethiopia (financed by the International Development Bank or World Bank), but its approach should be broadly applicable to any project in Africa and/or worldwide. The selected consultant will be responsible for the development of a new baseline and a new methodology for submission for approval to appropriate oversight body (e.g. CDM Small Scale Working Group or the CDM Methodologies Panel and CDM EB) and development of the underlying CDM Project Design Document (i.e. sections A, B and C of the PDD) submitted along with the new proposed methodology.

Funding Source:

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.

Eligibility:
There are no eligibility restrictions.

Individual/Firm Profile:
The consultant should be an individual or an individual expert proposed by a firm.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
