Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared inDevelopment Business No. WB3641-759/09 of August 27^th, 2009.

The Socialist Republic of Vietnam has received a Credit from the International
Development Association (IDA) in theamount of US$ 59,400,000 equivalent (Credit
No.4328-VN) and a Japan Policy and Human Resource Development (PHRD) Grant in
theamount of US$ 4,800,000 [TF056736] toward the cost of the Second Higher
Education Project,and it intends to apply part of the proceeds of this grant to payments under the following contract for:

 Monitoring and analysis for policy development Higher Education Management Policy Information System (HEMPIS), supportingfor 2 pilot surveys and collecting data for database system  (total estimatedman-months of professional staff: 65), detailed as: The consultant will carry outan integrated program of analytic work, policy development support(including legal frameworks) and capacity building for selected staff, covering the following items: (i) A policy and plan toimplement HEMPIS(including legal framework and regulations), across relevant departments in the Ministry of Education and Trainingand higher education institutions; (ii) Collection and development of baselinedata, defining list of indicators, methods, tools, and responsibilities for data collection for the comprehensive development ofHEMPIS;

This service is expected to commencing by mid 2010 and finishing by mid2012.

The SecondHigher Education Project now invites eligible consultants to indicatetheir interest in providing the services.Interested consultants mustprovide information indicating that they are qualified to perform theservices (brochures, description ofsimilar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants mayassociate to enhance their qualifications.

Aconsultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants byWorld Bank Borrowers,January 1997 (revised May 2002).
