Services under designing, constructing, testing and handover of Wastewater Treatment Plant in thesewerage system of Vinkovci (Ivankovo, Otok i Komletinci i Cerna)     

CONTRACT  2HV/VU # C1        Supervision Services under construction of the sewerage network and pumpingstations in the city of Vukovar

1.             This request for expressions of interest follows the General Procurement Notice for this projectthat appeared in Development Business, print editionNo. WB 707/07 of July 31, 2007. and online version on July 10, 2007.

2.             The Republic of Croatia has received a loan from the International Bank for Reconstruction andDevelopment (IBRD) toward the cost of the Inland Waters Project, and it intends to apply part of the proceeds of this loan, to eligible payments for which this Request for Expressions of Interestis issued. The expressions of interestare divided into TWO separate contracts, each of them to carry out consultant services for supervision during construction of watermanagement structures. Each Contract will be subject to a separate selection procedure. As this package comprehend different field in water management, eachof the assignments has a separateTerms of Reference that should be provided for each of the contract. Supervision Consultant Services willbe performed according toCroatian Construction Act (Zakon o prostornom ure#enju i gradnji, NN 76/07 and 38/09),and according to Croatian Chamber of Architectures and Civil Engineers Act (Zakon o Hrvatskoj komori arhitekata i in#enjera ugraditeljstvu, NN 47/98). Package comprehend the Contracts, as follows:

·          Arial">Survey Engineering Supervision Service duringconstruction

CONTRACT  2HV/VU # C1        Supervision Services under construction of the sewerage network and pumpingstations in the city of Vukovar

            Consultant Services for each Contract resume the following:

·          Arial">Civil Engineering Supervision Service duringconstruction

·          Arial">Mechanical Engineering Supervision Service duringconstruction

·          Arial">Electro technical Engineering Supervision Service duringconstruction

·          Arial">Survey Engineering Supervision Service duringconstruction

            The detailed TORs for both assignments have been posted onthe website of Croatian Waters at             http://www.voda.hr. 

3.           Hrvatske vode now invites eligibleconsultants to indicate their interest in providing these services.          Interestedconsultants must provide information indicating that theyare            qualified to performthe             services under the particular Contract. The firms are invited to send theirletter of interest with     documents in English language  on not more than 30 pages, containing the following information:

·         description ofthe firm, staff qualifications and basic financial indices in operation of the firm during the last 3 years;

·         Description ofsimilar assignment and experience in similar conditions # please provide a list and relevant details of similar projects carriedout in the last 3 years - 2006, 2007 and 2008.

·         confirmation of availability of appropriate skills amongstaff (CVs are not required at this stage, just description and confirmation) especially about the staff who would be assigned to work on the relevant project and if they are authorized to perform supervisionservices according to (Zakon o prostornom ure#enju i gradnji (NN 76/07 and38/09).

Consultants may associate to enhancetheir qualifications. Interested Consultants should submit separate expressions of interest, identifying clearly the assignmentin which they are interest to compete. Each of 2 assignments referenced above shall be subject to a separate contract; therefore,two different short lists for each of the assignments shall be established.

The consultants, who are interested inboth contracts, should provideproof that they have sufficient, experience and resources (both financial and human) to carry outsuccessfully both assignments.

4.           A consultant will be selected in accordance withthe procedures set out the World Bank's Guidelines:       Selection and Employment ofConsultants by World Bank Borrowers, printed May 2004, revised           October 2006.Quality and Cost Based Selection method shall be applied for both contracts.

5.           Interested eligibleconsultants may obtain further information at the address below from 0900 to 1400      hours'local time.

6.           Expressions of interest must be delivered tothe address below at least by November 24, 2009 till          12,00 p.m. local time.
