Expressions of Interest

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank’s administrative budget.

The services involve the carrying out of Independent Procurement Reviews of the processes followed by the Government for four (4) Bank-Financed contracts under each of the selected Bank-Financed projects in Ethiopia.

Location: We are targeting only the Health Component allocated $138.6 million. Ministry of Health and PFSA are the Executing Agencies but health commodities distributed nationwide.

4 - P074020: Public Sector Capacity Building Program Support
Amount: $100.00 M

Location: 19 Executing Agencies: 8 Federal Agencies, 9 regions and 2 city administrations

Scope of services:

(a) Review of the procurement process, contracting, and implementation processes which have been followed for a sample of contracts under the above mentioned projects in Ethiopia to confirm their consistency with the Loan/Credit/Grant Agreements and to assess the extent to which such contracts have achieved value for money. The review will also focus on a physical verification of the goods and serviced procured under the selected contracts. The review will also assess the Bank performance related to these contracts:

(b) Discuss with the Bank prior to completing the final IPR report showing the preliminary findings of the draft IPR report.

(c) Finalize the IPR report and send the report to the Bank.

The IPR will be done in Ethiopia and will involve travelling to all the nine regions of Ethiopia: Afar, Amhara, Beneshangul Gumuz, Gambella, Harari, Oromiya, Southern Nations Nationalities and Peoples (SNNP), and Tigray plus the two city administrations of Addis Ababa and Dire Dawa to visit the various implementing agencies. Discussion prior to the mission will take place with the Task Team Leaders at the Country Office in Addis Ababa.

The complete details which are in the Terms of Reference will be made available to the short-listed consultants. Short-listing will be based on the evaluation of EOIs received in response to this advertisement.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of at least two (2) similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant should also provide a statement of no-conflict of interest for the projects under the review with its expressions of interests

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 (revised October 2006).
