Multi Donor Trust Fund for Support to the Forum for Agricultural Research in Africa (FARA)

Implementing Organization: Forum for Agricultural Research in Africa (FARA)

The Forum for Agricultural Research in Africa (FARA) has received a grant from the International Bank for Reconstruction and Development (IBRD)in the amount of US$ 17,244,320 equivalent toward the cost of implementation of the Comprehensive African Agriculture Development Programme (CAADP) Pillar IV strategy of the African Union’s New Partnership for Africa’s Development (AU-NEPAD), for revitalizing, expanding and reforming Africa’s agricultural research, and technology dissemination and adoption efforts. It intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project. This project will be implemented by the Forum for Agricultural Research in Africa (FARA).

The objective of the Trust Fund is to align African agricultural institutions at the national, regional and continental levels with the principles and objectives of the Comprehensive African Agricultural Development Program (CAADP) - Pillar IV for effective agricultural research, extension, technology adoption, and training and education. It will include the following components and sub-components:

Part A: Networking and Support Functions:
i. Advocacy and resource mobilization;
ii. Access to knowledge and technologies;
iii. Regional policies and markets
iv. Capacity strengthening; and
v. Partnerships and strategic alliances

Part B: Corporate Governance Reform and Program Management:
i. Carrying out by FARA of a program to strengthen its corporate governance and operations
ii. Carrying out by FARA of programs to promote good governance among sub-regional organizations

Part C: Research Activities:
Provision by FARA of sub-grants for specific Sub-projects involving research and advocacy in support of networking support functions.

Procurement of contracts financed by the grant will be conducted in conformity with procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all eligible bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Specific procurement notices for contracts to be bid under the World Bank’s national competitive bidding (NCB) procedures and for consultants’ contracts will be announced, as they become available, in UN Development Business, dgMarket, and in publications of wide international circulation and in local newspapers.
