The Provincial Government of Isabela, through its Bids & Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility, and if found eligible, to bid for the hereunder contract:

Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment ( listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.

All particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulations (IRR).

2. Pre-Bid Conference November 13,2009, 8:00am to 5:00pm at the BAC Secretariat Office, Capitol, Alibagu, Ilagan, Isabela
3. Receipt of Bids On or before 10:00 a.m., November 26, 2009 at the Governor's Mini Conference Hall, Capitol, Alibagu, Ilagan, Isabela
4. Opening of Bids November 26, 2009 , 10:30 a.m. at the Governor's Mini Conference Hall, Capitol, Alibagu, Ilagan, Isabela
Complete set of bid proposals/forms may be acquired from the BAC Secretariat's Office, Capitol, Ilagan, Isabela upon payment of non-refundable bidding fee specified above at the Provincial Treasurer's Office.

The Provincial Government of Isabela reserves the right to reject any or all bids, waive any required formality and award the contract to any bidder whose proposal has been evaluated by the BAC as the most advantageous. The Provincial Government assumes no obligations whatsoever to compensate or indemnify the bidder for any expense or loss that they may incur in the preparation of their bids; neither does it guarantee that an award will be made.
