SOCIALIST REPUBLIC OF VIETNAM Credit 4416-VN: Vietnam ICT Development Project Ministry of Information and communications'sub-project request for expressions ofinterest Consultancy Services for Solution andImplementation Plan for an Integrated e-Mail System 1. This request for expressions of interest follows the General ProcurementNotice for this project that appeared inDevelopment Business No. 687of September 30, 2006. 2. TheGovernment of Socialist Republic of Vietnam has receiveda Credit from the International Development Association (IDA) towards the cost of the ICT DevelopmentProject, and intends to apply part of the proceeds of this Credit to payments under the contract for consulting assignmentfor "Consultancy Services for Solution and Implementation Plan for an Integrated e-MailSystem". The ICT Development Project aims to accelerating the use of information and communication technology to (a) increase theefficiency and effectiveness of public administration, increase transparency and availability of information to stakeholders, and(b) foster private sector development, in particular by facilitating increased adoption of information and communication technologyby small and medium enterprises. i) 3. The ProjectManagement Unit established under Ministry of Information and Communications (MIC-PMU) is responsible for overall project's oversight andcoordination, and the project management, financial management and procurement aspects of the MIC related components. The overallobjective of this assignment is to provide consultancy services on the Component of "Solutionand implementation plan for integrated e-mail system" for Vietnam's stateagencies of the Technical Subcommittee - MIC1 to (1) Assessment and improvement of a proposed technical solution to the state integrated e-mailsystem, and cost estimation of the proposedintegrated e-mail system; (2) Formulation of Public-Private Partnerships (PPP) feasibility studyfor development of the state integrated e-mail system; (3) Suggestion of legal framework and policies, and enhancementof counterpartstaff's capacity for further execution of PPP-type projects in Vietnam; (4) Consultancy and development of documents relevant to further execution ofthe state integrated e-mail system development projectaccording to PPP model. The expected implementationperiod of this assignment is about 04 months andstarting from June, 2010. 4. The MIC-PMU nowinvites eligible consultants to indicate their interest in providing these services. Interested consultants must provideinformation indicating that they are qualified to perform the services (core of and years in business, description of qualificationin the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, generalqualification and number of key staffs, so forth). Consultants may associate togetherin order to enhance theirqualification. 5. A consultant will be selected with the "Quality and Cost Based Selection" (QCBS)method in accordance with the procedures set out in the World Bank's Guideline: Selection and Employment of Consultants by WorldBank Borrowers, May 2004. 6.
