1.         This Specific Procurement Notice follows theGeneral Procurement Notice for thisProject that appeared in DevelopmentBusiness No. 699 of March 31,2007.

2.         The Government of Albania has received a loanfrom the International Bank for Reconstruction and Development toward the cost of Business Environment Reform andInstitutional Strengthening Project (BERIS), and it intends to apply part of the proceeds of this loan topayments under the ContractNo. G/ICB/3-2009

3.          The Ministry of Economy, trade and Energy (METE), now invites sealed bids from eligible and qualifiedbidders for, Laboratory Measurement Equipment II.

ICB No: G/ICB/3-2009/ Lot1. Mobile system for massmeasurement (including equipment for measurement and measurement control)

ICB No: G/ICB/3-2009/ Lot 2. Measurement controldevices for mass laboratories

ICB No: G/ICB/3-2009/ Lot 3.Measuring devices for prepackages control, applicable tolegal metrology laboratories

ICB No: G/ICB/3-2009/ Lot 4. Mobile measurement system (including equipment for verification of fueldispensers)

ICB No: G/ICB/3-2009/ Lot 5. Mobile measurement system for Liquefied Petroleum Gas (LPG)Flowmeters

4.         Bidding will be conducted through the International Competitive Bidding(ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countriesas defined in the Guidelines.⁵

5.         Interested eligible bidders may obtain furtherinformation from Ministry of Economy, Trade and Energy (METE), Att: Mrs. Jorida Çela, e-mail: jcela@mete.gov.al and e-mail: beris@mete.gov.al, and inspect the Bidding Documents atthe address given below from 09.00AM to16.30PM from Monday to Thursday and  09.00AM to 14.00 PM  onFriday.

6.         Qualifications requirements include:

(a)     Financial Capability

The Bidder shall furnish documentary evidence that it meets the followingfinancial requirement(s):

The minimum required annual turnover for the successful Bidder in any of the last three years for respective lots shouldbe:

Lot 1: 200,000 EUR or equivalent

Lot 2: 150,000 EUR or equivalent

Lot 3: 70,000   EUR or equivalent

Lot 4:110,000 EUR or equivalent

Lot 5: 90,000 EUR orequivalent

The last three (3) years which will be considered for purpose of meeting the annual business turnover are:

Business fiscal year 2008

Business fiscal year 2007

Business fiscal year 2006

(b)     Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets thefollowing experiencerequirement(s):

·      The bidder should be a manufacturer who must have manufactured, tested and supplied the equipment(s) similar to the typeand quantity (at least 70%) specifiedin the "Schedule of Requirements" in any of the last 3 years and which should have been insuccessful operation for at least 1 year as on date of bid opening.

·      Bids of bidders quoting as authorized representative (dealer) of a manufacturer, meetingwith the above requirements infull, can also be considered, providedthat the manufacturer furnishes a legally enforceable authorization in the prescribed formassuring full guarantee and warranty obligationsas per GCC and SCC for the goods offered.

(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usagerequirement (s):

·       The bidder should provide the list of metrology institutes or stateauthorities of legal metrology to which it has provided goods similar to the ones it is bidding for.

·       The bidder should provide the list of the accredited calibration laboratoriesor metrology institutes it intends to use to access traceability whenever calibration is required in the "Schedule ofRequirements".

·        The bidder should (i) indicatewhich repairs will be addressed locally and abroad and (ii) state the conditions for repair (e.g.: transportation, insurance,customs formalities and all related expenses, repair time warranty on changed parts).

A marginof preference foreligible national contractors "shall not". Additionaldetails are provided inthe Bidding Documents.

7.         A complete set of Bidding Documents in English may bepurchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee EUR 100 orequivalent.  The method of payment will be banktransfer to:

The Bidding Documents willbe sent by DHL Courier, or, at the option of the Bidder, handed to a representative of the eligible bidder. In all cases a fullstreet and postal address must be provided with request and payment.

8.         Bids must be delivered to the address below at or before 11^oo a.m. local time,  December 29, 2009. Electronicbidding will not bepermitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders'representatives who choose to attend in person or on-line at the address below at 11^oo a.m. local time, December 29, 2009.  Late bids will be rejected.

All bids must be accompanied by a BidSecurity of:

Lot 1: 2,000 EURor an equivalent amount in a freely convertible currency

Lot 2: 1,500 EURor an equivalent amount in a freely convertible currency

Lot 3:    700 EUR or an equivalent amount in afreely convertiblecurrency

Lot 4:  1,100 EUR or an equivalent amount in afreely convertible currency

Lot 5:  850 EUR or an equivalent amount in afreely convertible currency
