Invitation for Bids

 

CONSTRUCTION OF DARBUS RAPID TRANSIT (BRT) INFRASTRUCTURE # PHASE 1

 

PACKAGE 5: KARIAKOO TERMINAL AND FEEDERSTATION

 

TENDER No. AE/001/2009-10/HQ/W/40

 

1.                  This invitation for bids follows the general procurement notice for this project that appeared in United Nations Development Business  No. 709 of  31st August 2007 and in the Development Gateway's dgMarket and updated on 31st March2009.

 

2.                  The Government of the United Republic of Tanzania has received creditfrom the International DevelopmentAssociation (IDA) towards the costof Second Central Transport Corridor Project (CTCP 2). It is intendedthat part of the proceeds ofthis credit will be applied to eligible payments under the contracts for Construction of Dar es Salaam Bus Rapid Transit (BRT)Infrastructure - Phase 1.

 

3.                  The Tanzania National Roads Agency (TANROADS) who is the ImplementingAgency now invites sealed bids fromeligible bidders for Constructionof BRT infrastructures # Package 5, which consists of Kariakoo Terminal that include TerminalBuilding, Main Shed, Guard House and associated services; Concrete finished access road and parking to terminal station;Construction of sheds (8No) at Feeder Bus Stations including access road and parking; Block wall fence, foul and surface waterdrainage; ("the Works"). The construction period is 12 months.

 

4.                  Bidders will be post-qualified for the above contract based on the following key qualificationcriteria:-

(i)            Experience as prime contractor in the construction of similar nature and complexity in the last fiveyears

(ii)          Minimumannual volume of construction works of US$ 10,000,000.00 (United State Dollar Ten Million) in the last five years; and minimum amount of liquid assets and/or credit facilities net of other contractual commitments of US$1,600,000.00 (United State Dollar One Million Six Hundred Thousand)

5.                  Bidding will be conducted through National Competitive Bidding procedures specified in the World Bank's Guidelines: Procurement under IDA Credits, May 2004, revised October 1, 2006 edition, and isopen to all bidders from eligible source countries, as definedin the guidelines.

 

6.                  Interested eligible bidders may obtain further information from and inspect the bidding documents at theTANROADS HEADQUARTERS at the following address:

7.                  A complete set of bidding documents in English may be purchased by interested bidders on submission of awritten application to the addressabove and upon payment of nonrefundable fee of Tanzania Shillings 150,000.00 (One Hundred FiftyThousand Only) or its equivalent in freely convertible currency for each set, payable by Banker's Cheque, Banker's Draft or cash tothe Chief Executive, TANROADS, P. O. Box 11364, Dares Salaam

 

8.                  Bids must be delivered to The Secretary, TANROADS Headquarters TenderBoard, 3rd Floor, Maktaba Complex, Room 3,Bibi Titi Mohamed Road, Dar es Salaam, Tanzania on or before 10:00 hours local time on Wednesday 30th December, 2009.All bids must be accompanied by a bid security in original and in acceptable form in the amount of Tanzania Shillings100,000,000.00 (Tanzania Shillings One hundred Million) or its equivalent in a freely convertible currency. The Bid Security shallbe clearly addressed to: The Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam and shall be valid for One Hundred Twenty(148) days from the deadline for submission of bid. Electronicbidding shall not be permitted.

 

9.                  Bidswill be opened in the presence of bidders' representatives who choose to attend at TANROADS Headquarters, Maktaba Complex, BibiTiti Mohamed Road, 3rd Floor, Conference Room, Dar es Salaam, Tanzania, immediately after the deadline for submission oftender. Late bids will be rejected.
