The Department of Education intends to apply the sum of Philippine Pesos Two Hundred Eighty
Four Million Nine Hundred Seventy Seven Thousand Seven Hundred Eighty and 00/100
(Php 284,977,780.00) being the total Approved Budget for the Contract (ABC) to payment under the
contract for the Supply, Delivery, Installation, Testing and Training on the Use of Speech Laboratories
to Selected Public Schools and Other DepED Centers Nationwide, as follows:

Speech Laboratory - Personal computers for teacher and students,
headsets with built-in microphone, audio splitters, uninterruptible
power supply, electrical wirings, switch hub, cabling, switch rack,
printer, external DVD-/+RW, air conditioning units, public address
system, speech laboratory tables for teacher and students, chairs,
licenses for Classroom Management Software, and conduct training
thereof (25 PCs per speech laboratory)

Contract Duration Period: 120 calendar days

The Department of Education Central Office, through its Bids and Awards Committee (BAC) II, now
invites bids for the Supply, Delivery, Installation, Testing and Training on the Use of Speech
Laboratories to Selected Public Schools and Other DepED Centers Nationwide. Bids received that
exceed the ABC per lot shall be rejected at bid opening. Late bids shall be rejected. Bidder must bid for all items in a lot, otherwise, the bid shall be rejected. Bidder may bid for one or both of the lots. Evaluation and award shall be made on a per lot basis.

Prospective bidders must have completed a similar contract within the last five (5) years from date of
submission and receipt of bids with an amount of at least 50% of the ABC to be bid.
Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent
(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or
organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino
citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

Open competitive bidding will be conducted using the non-discretionary pass/fail criterion,
evaluation and post-qualification procedures specified in the Implementing Rules and Regulations (IRR) of

Submission and Opening of Bids

Interested bidders may purchase the Bidding Documents until deadline for submission and receipt of
bids at the DepED Procurement Service, Room 508, 5th Floor, Mabini Building, DepED Complex, Meralco
Avenue, Pasig City upon accomplishing a bidder's information sheet and payment in cash of a nonrefundable fee in the amount of Philippine Pesos Five Thousand and 00/100 (Php 5,000.00). Only bidders that purchased the Bidding Documents will be allowed to submit bids.

Prospective bidders are strongly encouraged to order or download the electronic copy of the Bidding
Documents from the PhilGEPS website: www.philgeps.net, for them to be included in the Document
Request List of the project. The Bidding Documents may be viewed also at the DepED website:
www.deped.gov.ph.

DepED reserves the right to accept or reject any or all bids, to annul the bidding process, or declare
failure of bidding at any time prior to contract award without thereby incurring any liability to the affected
parties.
