Proposal For: ITS Managed Specialty Hosting Services


Invitation to Proponents:
This Request for Proposals ("RFP") is an invitation to prospective proponents to submit proposals for the provision of Hosting Services including facilities, managed servers, hardware and operating system software support, storage management, security, monitoring and operations of OPS special legacy hosting environments, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by Her Majesty the Queen in right of Ontario as represented by the Minister of Government Services (the “Ministry").


Type of Contract:
The selected proponent will be required to enter into an agreement with the Ministry for the provision of the Deliverables in the form attached as Appendix A to this RFP. It is the Ministry’s intention to enter into the Form of Agreement attached as Appendix A to this RFP with only one (1) legal entity. The term of the agreement is to be for a period of three (3) years with an option in favour of the Ministry to extend the agreement on the same terms and conditions for two additional terms of up to 12 months each.
A proponent who submits conditions, options, variations or contingent statements to the terms set out in the Form of Agreement, either as part of its proposal or after receiving notice of selection, may be disqualified.

Background:
The Ministry is the prime computer service provider of information technology infrastructure services for the Ontario government. The Ministry provides services to Ministries, agencies, boards and commissions of the Ontario government. Services that the Ministry provides and / or manages for its Clients include the corporate networks (voice and data services), corporate application services, both shared computer processing and dedicated computer processing services and print services.

Services are provided in house at various OPS data centres and through alternate service delivery arrangements with service providers at their location. One such arrangement, ITS Specialty Hosting Service with support for AS/400, HP/VAX and Wintel based hardware and services, is the subject of this Request for Proposals.

ITS Specialty Hosting Service platforms and applications are architected and solutioned on technology such as AS/400, HP/VAX and Wintel that continue to provide valuable business functionality. Continuity and stability for these applications is imperative while modernization to current supported technologies is planned and implemented.

In this context, this initiative will provide a cost effective way for ITS to ensure the availability of the required technical expertise, operational facilities and support services for the legacy application systems computing environment (includes hardware and software) until the applications can be redeveloped, replaced or eliminated, according to the modernization strategies being developed.
This initiative will result in a number of benefits to ITS and its clients, including:
• A secure, supported and enhanced computing environment to support the Ministry business applications.
• The capacity for ITS to focus on the recruitment and retention of qualified support personnel for newer rather than older technologies.

The current agreement for ITS Specialty Hosting Service and support for the Computing Environments is approaching the completion of contract life.
