All particulars relative to the eligibility process, bid bond, performance bond, pre-bid conference , bid evaluation and award of contract shall be governed by the Implementing Rules and Regulation (IRRA) of Republic Act. No. 9154, otherwise known as the Government Procurement Reform Act.
All activities shall be held at Tondo Medical Center, Conference Room, Tondo, Manila, unless announced otherwise.

TONDO MEDICAL CENTER BAC RESERVES THE RIGHT TO ACCEPT OR REJECT ANY BID, TO ANNUL THE BIDDING PROCESS , REJECT ALL BIDS AT ANY TIME PRIOR TO THE AWARD OF THE CONTRACT WITHOUT THEREBY INCURRING ANY LIABILITY TO THE AFFECTED BIDDERS OR ANY OBLIGATION TO INFORM THE AFFECTED BIDDER/BIDDERS THE REASONS FOR DOING SO. TMC BAC ASSUMES NO OBLIGATION TO COMPENSATE OR INDEMNIFY BID NOR DEEM IT GUARANTEED THAT AN AWARD WILL BE MADE.
