SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity:
German Epe Cluster phase 2 - Lot 81 Piling and Civil Works.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting entities.
Main site or location of works: Epe, Germany.
NUTS code: DEA34.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Essent is
expanding their existing underground gas storage facilities at Epe in
Nord-Rhein Westfalen Germany with plant and equipment to supply gas to the
German grid.
Under the German Epe Cluster phase 2 Project the Epe UGS facilities are
further extended with a send-in and a send-out train. Also the transport
line and metering station shall be made suitable for bidirectional
operation.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Lot 81 contains Piling and Civil Works.
The Piling and Civil Works will include, but not necessarily be limited to
(note that quantities and sizes are provided for the purpose of judging
the magnitude of the work):
— Piling Works – Installation of Piling to support the concrete foundation
of the Compressor itself and the Compressor Building. Amount of piles 28
pce, diameter 900 mm, length 10 m,
— Excavation and dewatering Works for foundations for Buildings, Pipe
Rack, Equipment and Concrete trenches,
— Installation of foundations for the Compressor-, Heating-, Regeneration-
and FAR Buildings Compressor-, 460 m³ Heating-, 100 m³ Regeneration- 100
m³ FAR Buildings 475 m³ with basement,
— Installation of foundations for the Pipe Rack Total amount of concrete =
1000 m³,
— Installation of concrete slabs and foundations for Scrubbers, Air
Coolers, Instrument Buffer Vessels, HP Inlet Separator, Vent Stack,
Storage Shed,
— Installation of Underground Sewers and Drainage,
— Installation of Road Paving and Gravel Finishing,
— Installation of buildings: Compressor-, 18 x 35 m, h = 12,65 m Heating-,
11 x 35 m, h = 9 m Regeneration- 11 x 16 m, h = 12,65 m FAR Buildings 22 x
35 m, h = 9 m. Buildings are made of pre cast concrete witch elements
outside foreseen with stone strips,
— Installation of HVAC for each building.

1.4.2010. Completion: 31.3.2011.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: At contract award a
performance bond of 10 % of the contract value must be provided as a bank
guarantee of a first class EU bank with an office in the Netherlands.

III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details will be
provided in the invitation to tender.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: If a group of companies e.g.
suppliers, contractors or service providers, is applying for the tender
then the group is obliged to form either an internal consortium with all
participants jointly and severally liable for the execution of the total
contractual obligations and to nominate a designated lead contractor, or
an equivalent legal entity to be approved by the contracting entity. Each
company has to supply the requested information in III.2.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Information
concerning the personal situation of the contractor, supplier or service
provider and information and formalities necessary for the evaluation of
the minimum capacity required:
1. All participants must prove recent and longstanding technological
knowledge, experience and references with respect to the realisation of
similar works of comparable size;
2. Participants must have sufficient capacity and capability to execute
the underlying multi-disciplinary work in an effective way and timely way;
3. Participants must have a Safety Checklist Contractor (SCC, Dutch VCA
*/**) certificate or a OSHAS 18001certificate or another equivalent
certificate. Individual personal safety certification (SCC, VCA or
equivalent) is required for all staff on site;
4. The solvability and the financial strength of the participant must be
adequate;
5. A by the participant signed declaration showing he is not in and has
not been in the situation as described in art. 45 of the directive
2004/18-EC;
6. Participants must have a NEN-EN-9001:2000 quality certificate or other
equivalent certificates;
7. Participants must have an average annual overall turnover of at least
10 000 000 EUR (VAT excluded), for the 3 previous financial years;
In case of a consortium of companies, the companies must demonstrate 125 %
of this average annual overall turnover requirement;
