II.1.5) Short description of the contract or purchase(s): The MPS intends
to appoint several design agencies onto a framework to design, write and
produce a range of external and internal publicity material to support the
activity of the Metropolitan Police Service (MPS) and the Directorate of
Public Affairs. The range of material will include leaflets and posters as
well as support material for existing high profile publicity campaigns
such as operation Trident, Safer Neighbourhoods and counter terrorism. It
could also include prestigious strategy documents such as the Annual
Policing Plan and the Corporate Strategy. Increasingly we also often need
design input for web design, and simple below the line multi - media
campaigns. Our external publications aim to keep Londoners well-informed
as well as promoting the excellence of the Service through the Policing
Pledge and show honestly how the Service is performing against its
targets. Our internal publications provide professional information,
instruction and details of new initiatives to effectively communicate to
all members of the Service.The publications should be well-written,
well-designed, professional, readable and effective in their communication
aims.
Lot 1: Corporate level work, with a strong emphasis on the MPS brand and
with the capacity to develop the MPS and other associated brands. We may
also require research and development work to further specified campaigns.
Must have the capacity to undertake numerous concurrent projects, often at
short notice to a high standard.
Lot 2: This may involve a wide variety of design projects, working within
the corporate identity guidelines, very often for different departments
and sections of the organisation. Must be able to supply good quality
design efficiently and effectively, often to tight timescales and budgets.
Must have experience of working for government departments, and/or other
emergency services, preferably police organisations. Must have experience
of web based design work, and be able to develop simple below the line
campaigns across multiple media platforms, potentially from specifically
generated research.
Lot 3: A wide variety of design projects executed within the constraints
of the MPS corporate identity guidelines. We are looking for simple,
effective solutions that meet the broad demands of multiple customers
across the MPS. May require working largely without DPA management or
supervision. Some work may be required that demands a high level of
security, we might need confirmation that employees working on our account
had been security cleared and did not hold a criminal record.
