procurement is being undertaken by Lisburn Commerce Against Crime Ltd. It
is for the provision of qualified and accredited staff to operate, manage
and supervise the current public space CCTV scheme which has 29
strategically placed cameras in Lisburn City Centre and its 3 satellite
towns and villages.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Lisburn Commerce Against Crime Ltd is
seeking to employ a contractor to supply a pool of dedicated monitoring
and supervision staff to operate, manage and supervise the current CCTV
system which is monitored in a centralised monitoring room within Lisburn
PSNI station. The current CCTV system has 29 strategically placed cameras
in Lisburn City Centre and the satellite towns of Moira, Hillsborough and
Dunmurry. There is also a dedicated RadioLink system which is deployed in
retail outlets and it is used in conjunction with the CCTV. A new
CityWatch initiative has recently been launched and it is a partnership
arrangement which is involved in a preventing and detecting crime in the
retail sector. The successful contractor will be expected to operate both
the CCTV and Radiolink scheme which will be expanded over the period of
the contract.
Estimated value excluding VAT: 225 000 GBP.

Description of these options: Lisburn Commerce Against Crime shall reserve
the right to extend this contract for a further two periods of 12 months
duration following the original three year term of the contract.

lodging appeals: Lisburn Commerce Against Crime will incorporate a minimum
10 calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period will allow
unsuccessful tenders to seek further debriefing from LCCM before the
contract is entered into. Applicants have two working days from
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before
expiry of the standstill period. Such additional information should be
requested from the address in section 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5 provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the settling aside of the award decision or order the authority to amend
any document and may award damages. If.
