The following questions and answers were obtained from a site visit on 17 November 2009.

1. What megahertz is the system set at?

The system is set at 870 megahertz.

2. What type of cable runs from Nellis AFB to Creech AFB?

Multimode fiber optic cable.

3. Does the head-in equipment (receivers, modulators, and de-modulators) belong to the Government?

No, the head in equipment at Nellis AFB and Creech AFB belongs to the incumbent Contractor.

4. How many cable and internet drops are required at Creech AFB?

This information is listed in the solicitation.

5. Is wireless internet acceptable for the billeting/lodging locations?

Yes, it is acceptable.

The following questions do not have answers at this time but will be answered as soon as possible.

1. How many WAPs (wireless access points) are there in billeting/lodging?

2. What equipment, aside from the head-in equipment, is owned by the incumbent Contractor?

The following questions and answers are a result of an e-mail received on 18 November 2009.

1. Is this for the work to install the cable system or to provide the television service, or for both?

This is for both the system and the service. Standard 'cables' are already available but the associated equipment is not. New solutions are also being considered.

2. Are there any plans available to view drop/head end locations?

A site visit was held on 17 November 2009 to view the location. Plans/drawings are not currently available.

3. Are there any specific manufacturers desired for the cable and distribution equipment?

No specific manufacturer, makes, or models are desired for any of the equipment.

1. Where is the HSIA Circuit available? Number of locations.
2. Who owns it? Provider.
3. Where is the Demarc?
4. Does facility own the HSIA Equipment (Router, Switches, WAPs, etc.)?
5. We saw only Cisco switches in the data closets we were shown. Are all HSIA
switches Cisco?
6. Do you know if all WAPs are Cisco equipment and the model of the WAPs?
7. What speeds are available from the wireless access points (11Mbps, 54Mbps)?
8. Would you have an inventory of existing HSIA equipment?
9. Are all buildings connected via fiber for HSIA?
10. Do any buildings connect internet over the Cable TV coaxial cable?
11. Are the barracks wireless?
12. Do any buildings connect on copper wire (cable modem or CAT5e connection)?

Clarification received on 19 November from end user.

No location in our billeting/lodging buildings require internet services. These locations only require television service. Please review the solicitation to verify which buildings/locations require internet service and which require television service.

The Contractor is not required to provide internet service to billeting/lodging so the number of WAPS is immaterial.

2. What equipment, aside from the head-in equipment, is owned by the incumbent Contractor?

This information is currently being researched. The following questions were received from an e-mail on 18 November 2009. Answeres will be posted as soon as they are received from the end user.

1. Where is the HSIA Circuit available? Number of locations.

The following questions were received via e-mail on 23 November 2009.


1. Will they take all the equipment for the Cable TV?

The equipment owned by the incumbant Contractor will likely be removed in the event another Contractor wins this award.

2. The building that they currently occupy, will that be the something the "New" Contractor will utilize?

Specifically located at 199 Stafford Drive at Nellis AFB.
The location will be available, but the building may not be.

3. Will we be using the same Channel line up?

The same channel line up is not required, but the channel line up must meet the specifications in the PWS.

4. Can we bring in our own Channel line up with Movies, Government Channel and Local Area Programming? Specifically located at the Nellis Inn - 5941 Fitzgerald Blvd.

Yes, but the channel line up must meet the specifications in the PWS.

5. Whom are they currently using for Cable Services?

BlueBird Communications is our current cable service provider.

6. Are there any plans for TV upgrade to High Definition (HD) with Internet capability for Billeting?

There are not at this time.

7. Who is in charge with the "National Emergency Broadcasting" for both, Nellis and Creech AFB?

National Emergency Broadcasting on the Commander's Channel is currently the responsibility of our Public Affairs office. National Emergency Broadcasting on other cable channels will be the requirement of those channels.

8. We need clarifications as to how many users for the High Speed Internet and Cable TV.

The locations where internet and television are required is listed in the PWS.

9. As it stands, 1 Dec 09 is your current due date, with all the above questions, would that give me and your Squadron sufficient time to be able accommodate my Company to be able to answer the questions?

These questions are answered on the date received. Questions during the transition period will be answered during the transition period after contract award.

The following questions were received via e-mail on 07 December. Answers are posted on 08 December. Questions unable to be answered at this time will be answered as soon as possible.

 

Who owns the existing plant?

The existing plant is owned by the incumbant Contractor.

Who owns the existing active equipment(amps, splitters, taps, etc.)?

The active equipment including amps, splitters, and taps is owned by the incumbant Contractor.

If a new provider is awarded the bid, does this equipment and cable plant become usable by the new provider?

The equipment and plant will not be usable by the new provider if a new provider is awarded the contractor.

Regarding question/answer to #1 - you answered "Standard 'cables' are already available but the associated equipment is not. New solutions are also being considered." What associated equipment is not included and what active equipment is available?

The associated equipment is the taps, convertors, and amps. The active equipment that may be available are the coaxial cables. The ownership of the cables is being investigated.

How is Creech currently receiving programming services?

Creech AFB is currently receiving service from a fiber that is run from Nellis AFB.

Please verify if the fiber is single or multi-mode.

The fiber is currently called multi-mode, however this is being further investigated.

Are there any plans/prints that we could have access to?

At this time no plans or prints will be posted to FBO.

Does the Airforce currently receive Internet services or just the private individuals? The Air Force receives Internet service in a limited number of locations. These can be found in the PWS.

What is the current number of private CATV drops at these bases?

There are no private CATV drops at either location.

What is the current number of private Internet subscribers?

There are no private Internet subscribers at either location.

CLIN # 0003 in Solicitation # FA4861-09-R-B009 CATV and Internet Access for Nellis and Creech AFBs indicates an estimated total of 100 Billeting Basic Drops per month. However on PWS Appendix A, Lodging 1139 drops are indicated. Also 0n section 1.5.4 specifies that the Billeting Basic is only required for the 99 SVS Billeting Office on Nellis AFB. Which of these numbers is correct?

CLIN 0003 estimates 1200 drops. This is consistent with the 1139 drops on appendix A. The 99 SVS Billeting Office is composed of the base lodging facilities, and is not one drop in itself.
