Assignment Overview

Assignment Title: Baseline Survey for Adolescent Girls Initiative South Sudan

Assignment Country: Sudan

Assignment Description

The objective of this assignment is to administer a baseline survey, process the data, and deliver the database required for the impact evaluation of a livelihood training program for young women aged 16-24. The program to be evaluated seeks to empower young women with the skills, experience and support networks necessary for successful employment, under the “Adolescent Girls Initiative” project.  This program will be implemented in collaboration with the Ministry of Gender, Social Welfare, and Religious Affairs and BRAC, an international NGO and will operate in four states of Southern Sudan.  The Bank is seeking to hire various consultants to perform the work required for the Impact Evaluation component of the project.  Included in the group of consultants will be a survey consulting firm, which will be responsible for administering the baseline survey for the impact evaluation. 


The services, among others, include the following areas:


A. Sampling: (i)   Assisting with the selection of participants, (ii) Assisting with the assignment of participants into experimental groups (intervention and control), under the direction of an Impact Evaluation (IE) specialist at the World Bank; (iii) working closely with the implementing agency (BRAC) to conduct feasibility surveys and select villages for inclusion in the evaluation;


B. Survey Design: (i) Translating (as needed) and field-testing questionnaires, for participants, training providers, employers, communities and families, as necessary, (ii) Designing data-entry program using CS-PRO with adequate consistency checking (including double-entry);


C. Personnel Management: (i) Hiring, training, and supervising survey interviewers and managers, (ii) Hiring, training, and supervising data-entry clerks;


D. Conducting Interviews: (i) Conducting interviews with participants and non-participants, communities and families as necessary, (ii) Managing survey logistics, including transport and other support to interviewers, supply of materials, and other required goods and services, (iii) Tracking and maintaining contact with participants over time.


E. Data Management: (i) Entering data, (ii) Providing copies of both raw and cleaned datasets in a timely manner using the STATA software program (iii) Preparing an statistical report summarizing the data collected during the survey, (iv) Maintaining records over time, and (v) Ensuring data confidentiality.

Funding Source:

The World Bank intends to finance the assignment/services described below under a trust fund from the GAP-AGI IMPACT EVALUATIONS.

The consultant will be a firm or consortium.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).


Interested consultants are also required to provide evidence of the following, (a) experience in managing and conducting surveys, preferably panel surveys; (b) capacity to train and supervise interviewers and data-clerks;  (c)  experience handling sensitive material and ensuring confidentiality, and (d) experience with implementing household data collection in Southern Sudan.



Consultants may associate to enhance their qualifications.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
