INVITATION TO BID


The Department of Agriculture RFU-10, through its Bids and Awards Committee (BAC), invites suppliers/ manufacturers/distributors/contractors to apply for eligibility and to bid for the hereunder project:

Name of Project : Procurement of 215 head Breeding Gilt and 64 head breeder Tandem

Breeder gilt - Aging 3 to 5 months old weighing 40 kg. live weight and above with graded and crosses bloodline of large white, landrace, duroc and other bloodline available in the locality. Healthy and no physical defects.

Breeder Hogs Tandem ( Gilt and Boar)

1. Breeding gilt aging 5 - 7 months old weighing 80 kg. to 110 kg. live weight with pure bloodline of landrace, large white, duroc, and other purebred available in the locality. Healthy and no physical defects.

2. Breeding Boars aging 5 - 7 months old weighing 80 kg. to 110 kg. live weight with pure bloodline of landrace, large white, duroc, and other purebred available in the locality. Healthy and no physical defects.


Prospective bidders must have experience in undertaking a single contract that is similar to the contract to be bidded and whose value, adjusted to current prices using the wholesale consumer price index, must be at least fifty percent (50%) of the approved budget for the contract to be bidded. If, at the outset and after conducting market research, the procuring entity can already determine that imposing the same will likely result to failure bidding or a monopoly that will defeat the purpose of public bidding, the procuring entity, in lieu of the above require the following:

(a) the prospective bidder should have at least three similar contracts completed within the period specified in the IEAB and the aggregate contract amounts should be equivalent to at least fifty percent (50%) of the ABC of the project to be bidded.

(b) the largest of these similar contracts must be equivalent to at least twenty-five percent (25%) of the ABC of the project to be bidded and completed within the period specified in the IEAB; the business/company of the prospective bidder willing to participate in the bidding has been in existence for at least three (3) consecutive years prior to the advertisement and/or posting of the IAEB. Provided further, that when the item/good to be procured is novel or its procurement is otherwise unprecedented or is unusual, the compliance to the requirement on a largest single similar contract is impracticable, the prospective bidder will only have to comply this requirement.

The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary "pass/fail" criteria. Post-qualification of the lowest calculated bid shall be conducted. "PARTIAL BIDDING" process of procurement.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

Bid Documents will be available only to eligible bidders upon payment of a non-refundable amount of (Php5, 000.00) for the Procurement of 215 head Breeding Gilt and 64 head breeder Tandem
to the DA 10 Cashier.

Prospective bidders shall submit the Eligibility Requirements to the BAC at the said address. They may also obtain the results of the Eligibility Check by the BAC at the same address.

The Bids and Awards Committee, Department of Agriculture RFU-10, assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
The Bids and Awards Committee, Department of Agriculture RFU-10, reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders .
