The DPWH Negros Occidental 1st District Engineering Office, through its Bids and Awards Committee (BAC), invites DPWH registered suppliers to apply for eligibility and to bid for the following contracts for the supply and delivery of materials at the respective jobsites, funded under the CY 2009 Various Priority Infrastructure Projects, to wit:

The BAC will conduct this public bidding in accordance with R.A. 9184 and its Revised Implementing Rules and Regulations.
To bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet the following major criteria: (a) prior registration with the DPWH, (b) Filipino citizen or 60% Filipino-owned partnership/corporation, (c) completion of a similar contract costing at least 50% of ABC within a period of 10 years, and (d) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment for at least 10% of ABC. The DPWH will use non-discretionary pass/fail criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.
Unregistered contractors, however, may submit their applications for registration to the DPWH Negros Occidental 1st District Engineering Office, before the deadline set below for the receipt of Bids. The DPWH will first process the supplier's applications for registration and issue the Supplier's Certificate but will process only those with complete registration requirements.
The significant times and deadlines of procurement activities are shown below:
1. Issuance of Bidding Documents Period : November 10, 2009 until the deadline for the submission and receipt of bids
2. Site Inspection Time and Date : 8:00 A.M. on November 10, 2009
3. Receipt of Bids Deadline: 10:00 a.m. on November 17, 2009
4. Opening of Bids Time and Date: 10:00 A.M. on November 17, 2009
Prospective bidders may download the registration form from the DPWH website www.dpwh.gov.ph. The BAC will issue hard copies of LOI at BAC Office, DPWH, Matab-ang, Talisay City, Negros Occidental, upon payment of a non-refundable fee of
P 100.00. Prospective bidders that will download the LOI Form shall pay the same amount upon submission of their LOI.
The BAC will issue hard copies of the bid documents at the same address to registered suppliers upon payment of a non-refundable fee of P 300.00 for the Contract ID No. 09GK146 and 09GK147 and P 600.00 for the Contract ID No. 09GK148 and 09GK149
The DPWH - Negros Occidental 1st District Engineering Office reserves the right to accept or reject any bid and to annul the bidding process anytime before contract award, without incurring any liability to the affected bidders.
