The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with the Commission on Accreditation for Law Enforcement using the procedures in FAR Parts 6 and 13, Office of Law Enforcement (OLE) received its original accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA) in 2000, was reaccredited by CALEA in 2003, 2006, and 2009. OLE contracted with CALEA to continue the process and has made payments in 2006, 2007, and 2009 in support of the current three year assessment period. This action is to contract with CALEA for accreditation services associated with re-accreditation fees and on-site assessment charges. The Contractor shall provide 1) Subscription to publication of standards, documentation, forms, and instructions regarding the reaccreditation process. The Contractor shall provide access to required standards and all information required to meet approved standards and to comply with required processes; 2) On-site Assessment: Contractor shall provide trained assessors to conduct one on-site assessment in accordance with Commission standards and procedures; and 3) The Contractor shall promptly analyze compliance data and advise OLE of the results of the on-site assessment and the need for additional information, if any. In addition, the Contractor shall conduct a hearing and certify OLE as reaccredited if the relevant standards are met. If OLE is reaccredited, the Contractor shall (a) provide a certificate, and (b) make available indicia of accreditation. If OLE is not reaccredited following an examination of compliance with applicable standards, the Contractor shall provide OLE with reasons for the decisions. Commission on Accreditation for Law Enforcement Agencies is the only party known to NOAA who can meet these requirements. The Period of Performance is Date of Award through July 31, 2012. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 561499 with a small business size standard of $7.0. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-37. The determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
