This announcement is a sources sought only. The Government does not intend to award a contract on the basis of this announcement or to otherwise pay for the information received. The Defense Commissary Agency (DeCA) is a government agency that operates a worldwide military grocery system that provides grocery products at cost to active duty and retired military personnel, members of the Reserve and National Guard, and their families. DeCA is conducting preliminary market research and is requesting information regarding implementation of a turn-key gift card program, comparable to those sold in retail supermarkets, that is capable of offering the Armed Forces community a convenient, reliable, alternative to cash, check, or certificate gift giving. Program will be funded 100% from fixed-fee cost per card no appropriated, surcharge or DWCF funds will be expensed for this program. The program will consist of standardized DeCA branded cards that support all commissary locations worldwide, to include the addition of new store locations and the removal of those stores that close. Gift cards will be purchased in the commissaries and via a contractor administered web site. Authorized commissary patrons will redeem cards for grocery purchases at any commissary location. The Gift Card program must comply with DoD security standards (i.e., DoDI 8500.) and all other appropriate legislation. As stated above, the program must be funded from the fixed-fee cost per card, to include all associated program costs. Interested companies are requested to provide a complete presentation of their companys gift card program(s). Presentation should include an overview of the companys programs, type of cards (pre-loaded, re-loadable, non-reloadable, fixed-fee, Visa, store specific, etc.), customer service options, internet program options, training programs, ordering procedures/timelines, shipping options, lost/stolen or damaged card options, reports available, software options, and a minimum of two commercial retail/grocery businesses that utilize your companys gift card program (name of company, point of contact, phone and fax number, e-mail address).
