The Fire Research Division at the National Institute of Standards and Technology (NIST) has a requirement to access Wildland-Urban Interface (WUI) fire scenes, deploy instrumentation, collect data, analyze the data, perform fire model verification, and develop WUI fire behavior modeling. The specific tasks pursuant to this effort are described in the Performance Work Statement included in the solicitation. It is anticipated that the solicitation for this procurement will be issued on or about November 6, 2009 under FAR Part 12, and FAR Part 15. The Government anticipates an award of a hybrid Time and Material IDIQ Contract as a result of the solicitation. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov. The solicitation will only be available via the internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no printed solicitation document available. NIST will not maintain a bidder's list. Telephone requests will not be honored; all questions must be submitted in writing via e-mail to jennifer.lohmeier@nist.gov. To be eligible for award, Offerors MUST be currently registered with the Central Contractor Registration at www.ccr.gov and have completed its representations and certifications at http://orca.bpn.gov.
