Invitation for Bids

Procurement of IT Equipment for the
Delivery of Improved Local Services Project (DILS)
RS-DILS-7510YF-G-ICB-09-023
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 744 of February 16, 2009.
2. Republic of Serbia has received a credit from the International Bank for Reconstruction and Development (IBRD) in the amount of 32 million Euros equivalent toward the cost of the Delivery of Improved Local Services Project (DILS), and it intends to apply part of the proceeds of this Credit No. 7510-YF to payments under the Contract for Procurement of IT Equipment for the Delivery of Improved Local Services Project (DILS), Contract No. RS-DILS-7510YF-G-ICB-09-023.

3. The Fiduciary Service Unit (FSU) as implementing agency now invites sealed bids from eligible and qualified bidders for the following IT equipment:
• LOT 1 Notebooks Type 0,
• LOT 2 Workstations Type 2 and Monitors,
• LOT 3 Notebooks Type 1, Type 3 and Type 4
• LOT 4 Scanners, Printers, Multifunctional devices, WiFi Routers USB Flash Memory and USB External HDD
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 09.00 AM to 04.00 PM.
6. Qualifications requirements include: experience and past performance on similar contracts and financial and technical strength of the Bidder. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of EUR 100 or convertible currency, or in equivalent in local currency (RSD). The method of payment will be as follows:

The Bidding Documents will be sent by courier to the specified address.

8. Bids must be delivered to the address below at or before 12:00 hours (noon) Belgrade time on Monday, December 21th, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person. All bids must be accompanied by a “Bid Security” of the following amounts:
• LOT 1: 500.00 EUR;
• LOT 2: 500.00 EUR;
• LOT 3: 1000.00 EUR;
• LOT 4: 500.00 EUR;
or an equivalent amount in a freely convertible currency.
