REQUEST FOR EXPRESSIONS OF INTEREST


This request for Expression of Interest follows the above-referenced General Procurement Notice (GPN) for the Public Financial Management Multi-Donor Trust Fund of Child Trust Fund 7 that appeared in dgMarket’s website dated January 11, 2009 and UN Development Business’ website on January 12, 2009 and printed format on issue No. 743 of January 31, 2009.

The Directorate General of Tax (DG Tax) of the Ministry of Finance (MoF), Republic of Indonesia, is currently seeking services (hereinafter, the Services) of a team of consultants (hereinafter, the Consultant) to assist DG Tax in preparing for the implementation of the Program for Indonesian Tax Administration Reform Criminal Investigation Business System Segment for DCII. This assignment shall focus on the Criminal Investigation business process, organization, requirements, and architectures leading to the publication of bidding documents that will purchase a contractor to build an extension of the PINTAR program for the Directorate of Criminal Investigation and Intelligence (DCII) of DG Tax. The procurement of these services is funded by the Public Financial Management (PFM) Multi-Donor Trust Fund (MDTF) specifically to support the overall Project for Indonesian Tax Administration Reform (PINTAR) implementation.

The Consulting Firm should propose a team of full-time and part-time professionals, with a multi-year track record of successful delivery of similar assignments. Duration of this assignment is estimated to be eight calendar months starting on June 2010.

The Ministry of Finance, as the executing agency for this element of the grants, now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.), and familiarity with criminal investigation and intelligence for tax administration, and the World Bank and Government of Indonesia procurement process. Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 (Rev October 2006).

Expressions of Interest must be delivered to the address below by the latest Thursday, December 3, 2009, at 14.00 p.m (WIB).
