PABX System for Malangas Coal Project


The vendor/supplier shall supply PNOC EC with one (1) set of Private Automatic Branch Exchange (PABX) system. The PABX must be branded and fully electronic digital time switching of the latest design and model, including all required devices, components supplements and auxiliary equipment. The said system should be fully compatible with the existing PABX system in PNOC EC Head Office to provide seamless interconnectivity and no loss in system features and capabilities.

I. System Configuration

Main PABX type will be equipped for a total of four (4) external lines and of forty-four (44) internal lines, distributed in the following manner:

Main PABX Dimensioning:

• 4 analog trunks connected to the Public Network
• 8 lines of digital terminals
• 16 VoIP phones
• 16 lines of analog subscribers
• 4 VoIP trunks connection (SIP/H323)
• Local Management Graphical User Interface Software
• Voicemail capability for all users
• Power Autonomy for 4 hours


II. System Features

The main PABX system should also have the following basic services installed on the system

III. Telephony Features

The Main PABX Systems should be able to support the following telephony features

• Automated Attendant of at least 4 ports
• Voicemail of 8 hours storage within the system
• Basic Call Accounting Features
• Call waiting services
• Personal Identification Number for each employee to be used as password for NDD/IDD calls
• Music on Hold
• Distinctive ringing - rings for internal calls should be different with external calls
• 3-way conferencing
• Trunk hunting/call hunting
• Call restrictions

• Call Pick-up
• Call Divert
• Call Broadcast and internal text messaging

IV. Terminals

All the terminals should be the same as the brand of the PABX system.

• Adjustable graphical B&W LCD display (64 x 128 pixels - 70 X 38 mm) with 2-line x 40-
character readout
• QWERTY keyboard with three (3) context-sensitive soft keys bound to this display
• Hands-free and amplified listening modes
• 18 keys programmable by the user and the system administrator
• LCD icons for signaling associated with every key
• Personal directory of 15 names
• Volume control of the handset receiver
• Integrated Help Service to aid user in programming

Entry Level Digital Terminal - Seven (7) Units

• 1-line 20-character display
• Four programmable keys
• Personal index of 12 numbers
• Mute

• Message key with LED

Analog Terminals - Sixteen (16) Units

• Alphanumeric dot matrix display
• Group Listening with off-hook indicator

V. Other Deliverables

The PABX System vendor shall have the following responsibilities:

• Deliver and install the device at PNOC EC, Malangas Coal Project Field Office located at
Kilometer 9, Malangas, Zamboanga Sibugay within 45 working days after issuance of the
Purchase Order.
• Configure the PABX system, apply the needed patches/fixes, and make them fully-operational
and interconnected seamlessly with the existing PABX at PNOC EC Head Office in Fort
Bonifacio.
• Assign a project manager (PM) who shall oversee the installation of the system. The PM must
have extensive experience on the same project.
• Provide on call technical support on the related problems eight (8) hours a day, five (5) days
a week for one (1) year. On-site service shall be made available within four (4) hours upon
call.
• Provide telephone and e-mail support/helpdesk facility for initial analysis and resolution of
hardware and software related problems. Telephone and e-mail support shall be provided
24x7.
• Replacement parts shall be made available on-site on the same business day a failed
component is reported or a service unit of the same features or higher should be made
available within 24 hours from the time the unit will be pulled out for repair.
• The supplier must provide a detailed project timetable and work program.
• The supplier must have successful projects relative to this one.
• The vendor shall show documentation from original equipment manufacturer stating that
vendor is authorized to render post sales support.
• The latest version of the application will be provided to PNOC EC once they are available
within 3 years of maintenance and support services.
• Provide project documentation and as-built plans after the installation prior to the issuance of
an Acceptance Certificate.
• Provide at least 3 years Maintenance / Warranty (Parts, Service & Labor)
• Provide trainings on Basic administration, troubleshooting, accounting and maintenance for
the PABX administrators
• Conduct classroom-type user trainings for analog and digital phone (Manager - secretary
features) and basic operator function.
• Service Level Agreement (SLA) should be specified.
