II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Refurbishment (retrofit) of 17
(seventeen) off, 6.6Kv Whipp and Bourne 'BH' type Air Circuit Breakers.
The existing breakers were installed around 1970 and are showing signs of
wear. It is Premier Power's requirement to run the equipment until 2015.
It is our preferred option to retrofit a vacuum circuit breaker on the
truck chassis of the existing switch truck after removal of the existing
arc chutes and the primary circuit contacts. The chassis control circuit
wiring will be replaced and the truck rewired. All existing ACB functions
must be replicated where equipment is replaced and wired back to the truck
/ cubicle interface contacts as found. All parts replaced will be rated as
per the original with full support documentation. Refurbishment of the
vacuum circuit breakers shall conform to the current edition of
IEC62271-100 (or equivalent) type tests. Switch truck refurbishment which
is to include fitting vacuum circuit breaker shall conform to the current
edition of IEC62271-200 (or equivalent) type test. Surge arresters used
must conform to the current edition of IEC60099-4 (or equivalent) for
metal oxide surge arresters for AC systems. All auxiliary (secondary)
wiring and contacts to be installed, inspected and tested to the current
edition of BS7671 seventeenth edition.
Estimated value excluding VAT:
Range: between 150 000 and 500 000 GBP.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be detailed
within the Purchase Enquiry.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: In the event of a consortium / joint
venture bid, one of the parties should be nominated by the others as the
lead contractor. However the contract will provide that in the event of
default all members of the consortium / joint venture will be jointly and
severally liable.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.2) Economic and financial capacity: 1.1 that all sections of the
minimum standards criteria as detailed below have been answered on an
individual basis, and in the same order as stated in the notice. All
information requested must be provided by the deadline date. Failure to
meet this time-scale will invalidate the application. All contact between
the applicant company and Premier Power Limited should be in writing;
1.2 their ability to communicate with Premier Power Limited in English,
including site personnel;
1.3 their acceptance of Northern Ireland Law as governing any contract
award;
1.4 that they have no record of successful court actions against the
company involving fraud or other breaches of the Companies Act or similar
law current in any EC Member State in the past 3 years;
1.5 provide copies of the latest two full sets of published accounts, to
be submitted with the application. These must not be parent company data
and must be for the named applicant company and shall be submitted in the
currency of their completion in prescribed EC format;
1.6 provide evidence that confirms that the applicant company is a legal
entity under the laws of the Member state. In the event of group bidding,
all members of that group shall provide the necessary evidence of
compliance and confirm that in the event of being successful all members
shall be jointly and severally liable;
1.7 provide evidence of proof of incorporation (registered) and that the
applicant has traded for at least two years;
1.8 applicant must prove evidence of a documented quality assurance system
meeting the requirement of:
A: BS EN ISO 9001 2000 Quality Management Systems or equivalent.
And/or.
B: BS EN ISO 9002:1994 Model for quality assurance in production,
installation and servicing or equivalent,
By providing a copy of their current certificate(s) of compliance issued
by an accredited body.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: 2.1 The tenderer (or at least one
member of a tendering consortium) must have experience as the main
contractor of at least one project of similar design successfully
completed within the last five years. By similar design is meant
refurbishment of switchgear which is 6.6kV, 350MVA, 50Hz, 3 Phase, 3 wire
with symmetrical breaking capacity of 30.6kA. Short time current is 30.6kA
for 3 seconds. ACB closing coil supply is 230v DC with tripping supply
being 110v DC.
2.2 Evidence of current standards in relation to:
i) Switch truck refurbishment including fitting vacuum circuit breaker
shall conform to the current edition of IEC62271-200 (or equivalent) type
test.
ii) Vacuum circuit breaker to conform to the current edition of
IEC62271-100 (or equivalent) type test.
iii) Surge arresters used to conform to IEC60099-4 (or equivalent) for
metal oxide surge arresters for AC systems.
iv) All auxiliary (secondary) wiring and contacts to be installed,
inspected and tested to the current edition of BS7671 seventeenth edition.
Health, Safety and Environmental Information.
3.1 A policy statement on health, safety and environment and details of
the safety management system employed within the applicant's company will
be required.
3.2 Detailed evidence of Safe Systems of Work which have been successfully
used for work at customers' sites will be required.
3.3 Demonstrate evidence of recent relevant performance plus current
capability to deliver maintenance inspection and overhaul projects and/or
spare parts within best practice times and budgetary constraints.
3.4 Details of company size; organisation, location, manpower, equipment;
numbers of appropriately trained, qualified and experienced personnel, the
level of work which would be subcontracted or carried out through
affiliates or associates;
3.4.1 Details of educational, professional qualifications and experience
of the managerial staff and those person(s) who would be responsible for
providing the services or carrying out the work or works under the
contract.
3.5 Evidence of ability to mobilise an adequately skilled workforce and to
effectively manage that workforce.
