SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Brunel
University requires to establish a framework agreement for use across it's
Property Estate. It is envisaged that the following types of work will be
required to be delivered via the framework agreement:
Programme of Work.
Refurbishment Projects.
New Build Projects.
Alteration/ Extension Projects.
Relocation Projects.
Re-engineering Projects.
The framework is for the Provision of Structural & Civil engineering and
related engineering consultancy services related to a range of capital and
consultancy projects as required for Brunel University to meet the
objectives of its property strategy.
This package may be used for procuring Structural & Civil and similar
consultancy advice. Project Management, Architectural, Mechanical &
Electrical and CDM Co-ordinator services shall be subject to separate
appointments.
The framework shall utilise GC/Works/5 General Conditions for the
Appointment of Consultants: Framework (1999) with certain bespoke
amendments to be proposed by the University. The University shall operate
a call off procedure for consultants appointed to the framework that may
involve. Either a mini tender or direct call off to a Provider who can
deliver best value for money within the terms of the framework. The
framework shall be divided into lots with lot 1 being for projects with a
net construction value of 2 500 000 GBP and lot 2 being for projects with
a net construction value of 2 000 000 GBP and above. A maximum of 4
providers shall be appointed to each lot.
The 10 year expenditure plan compiled by the University estimates that the
value of projects and fees each year over the 3 year duration of the
framework is broadly similar. Should the University choose to extend to a
4th year, the value of projects and fees would be consistent with those of
the previous 3 years. Details and the value of estimated fees expenditure
for each lot are given in appendix B, the figures given in II.1.4 and
II.2.1 are estimates for the combined value of fees for both lots.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The framework is for the Provision of
Structural & Civil and related engineering consultancy services related to
a range of capital and consultancy projects as required for Brunel
University to meet the objectives of its property strategy representative
and similar consultantcy advice including secondment into the offices of
the University for illustrative purposes, the following types of
construction projects can be delivered via the framework agreement:
Programmes of Work.
Refurbishment Projects.
New Build Projects.
Alteration/Extension Projects.
Relocation Projects.
Re-engineering Projects.
The services provided under the framework include, but are not limited to:
Option appraisal/feasibility studies on potential new construction
projects.
Business Justification of a Project.
Estates Management & Construction Related Consultancy.
Procurement Strategy.
Relocation Services.
Contractor Procurement.
Other Building Consultancy Services.
It is anticipated that between 6 and 10 organisations shall be invited to
tender with a maximum of 4 providers shall be appointed per lot. The
framework shall operate for 3 years with the University retaining the
option to extend for a further year. The framework shall utilise
GC/Works/5 General Conditions for the Appointment of consultants:
Framework (1999) with certain bespoke amendments to be proposed by the
University. The University shall operate a call off procedure for

1) SHORT DESCRIPTION: Provision of Structural and Civil Engineering
Consultancy and related Design Services related to a range of capital and
consultancy projects described in section II.2.1 up to a net construction
value of 2 500 000 GBP. It is envisaged that a maximum of 4 operators
shall be appointed per lot.

Range: between 250 000 and 500 000 GBP.

1) SHORT DESCRIPTION: Provision of Structural and Civil Engineering
Consultancy and Design Services related to a range of capital and
consultancy projects as described in section II.2.1 for projects with a
net construction value of 2 000 000 GBP and above.
It is envisaged that a maximum of 4 operators shall be appointed per lot.

3) QUANTITY OR SCOPE: Estimated cost excluding VAT:
Range: between 350 000 and 750 000 GBP.

duration of the framework is broadly similar. Should the University choose
to extend to a 4th year, the value of projects and fees would be
consistent with those of the previous 3 years the framework shall be for a
period of 3 years with the University retaining the option to extend for a
further year.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: In accordance with Regulation 32 of the Public contracts
Regulations 2006. Brunel University will incorporate a minimum 10 calendar
day standstill period starting from the date when the award decision
notification for a place on the framework agreement is dispatched to
bidders. This period allows unsuccessful bidders to seek further
de-briefing from Brunel university before the contract is entered into.
Applicants have until midnight of the second working day of the standstill
period for their additional debriefing requests to reach Brunel
University. A response to such a request must be provided to the bidder by
a minimum of 3 working days before the expiry of the standstill period. If
an appeal regarding the award of the contract has not been successfully
resolved, Regulation 47 of the Public Contracts Regulations 2006 provide
for the aggrieved parties who have been harmed, or are at risk of harm as
a consequence of a breach of the procurement rules to bring an action in
the High Court. Any such action must be brought promptly and in any event
within 3 months of the date when the grounds of complaint first arose.
Where a contract has not been entered into, the court may order the
setting aside of the award decision or order the authority to amend any
document and may award damages. If the contract has been entered into, the
court may only award damages. The purpose of the standstill period
referred to above is to. Allow parties to apply to the court to set aside
the award decision before the contract is entered into.
