This synopsis publicizes for follow on contract actions proposed to support the General Services Administration, Public Building Service, Office of Real Estate Acquisition, Center for Real Estate Brokerage Services, National Broker Contracts (NBC) Program. The current contracts were awarded by GSA on October 4, 2004, to a limited number of broker service contracts under one national contract program. These contracts were issued Notice to Proceed on April 1, 2005 and contained 4 option years. The 4th option has been exercised and will expire March 31, 2010. The purpose of these contracts was to provide continuation of transaction support for lease acquisition services under the GSA Leasing Program. These services consist of those actions required to support GSA's Lease Contracting Officers as a tool to provide consistent, high-quality services nationwide to federal agencies that rely on GSA for lease acquisition. In order to continue this objective, the NBC program proposes again to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts utilizing no appropriated funds, under which task orders may be issued and contractors will be compensated via the private sector practice of commission payments. These no appropriated fund contracts are unique to GSA.

Specifically, task orders may be awarded for Full Lease Acquisition Support services or Extension Support Services. Additionally, the NBC may be called upon to provide market data information related to the NBC Program.

The proposed contract period is for one (1) base year and four (4) one-year option periods. The total programmatic requirements expected to be awarded under the NBC contracts are anticipated to equal approximately $100,830,563 of commission opportunity. The Government will conduct a single competition for award of multiple ID/IQ contracts requiring no appropriated funds to support this program's requirements on an unrestricted competitive basis. The total commission opportunity capacity will be shared amongst all awardees. A more detailed description of the acquisition strategy will be provided in the solicitation documents.

A DRAFT solicitation is being prepared to issue for industry review and comment. All questions and comments on any released draft solicitation must be submitted in accordance with the synopsis modification when issued. Submitted comments will be taken into consideration before issuance of the official solicitation. The draft solicitation will be made available to interested parties through the Federal Business Opportunities website at www.fedbizopps.gov, as a modification to this synopsis. A pre proposal conference will also be conducted. Further information on any conferences will be provided as a modification to this synopsis. All responsible sources may submit a proposal which shall be considered by the agency in accordance with the solicitation requirements. Offerors anticipating proposing a small business-led team, joint venture, or another form of teaming arrangement should review, in consultation with legal counsel, the Small Business Administration's (SBA) size eligibility standards found at Title 13 of the Code of Federal Regulations, Section 121 (13 CFR 121). In particular, Offerors proposing a joint venture, or another form of teaming arrangement should review 13 CFR121.103, "What is affiliation?" Vendors, who download the solicitation, when posted, are requested to contact the Contracting Officer, Ted Mahoney, via email at Ted.Mahoney@gsa.gov with questions.

Significant evaluation factors for award are anticipated to include: Experience, Technical, Management, Past Performance, Small Business Participation and Subcontracting Plan, and Price. Awards are anticipated to be made in early calendar year 2010.

This synopsis issues a DRAFT Solicitation GS00P-09-D-0018 for Industry comment. This draft solicitation is for a full and open competition to support the General Services Administration, Public Building Service, Office of Real Estate Acquisition, Center for Real Estate Brokerage Services, National Broker Contracts (NBC) Program. GSA does not intend to set-aside this requirement. The purpose of the resulting contracts are to provide continuation of transaction support for lease acquisition services under the GSA Leasing Program. These services consist of those actions required to support GSA's Lease Contracting Officers as a tool to provide consistent, high-quality services nationwide to federal agencies that rely on GSA for lease acquisition. Industry comments and questions (provided in writing) are requested by close of business December 9th, 2009 so that they may be evaluated and incorporated, as necessary, into the final solicitation. All comments must be submitted electronically (via email) for consideration. Comments should include the point of contact's name, company name and address, phone number, fax number, and email address. Offerors are not limited to one email submission; however all email comments must be received by the requested due date. Virus free email attachments will also be accepted. A summary of the disposition of significant comments will be included with the final request for proposal. All comments received will be available at the end of the comment period and posted under a modification to this synopsis.

Submitted comments will be taken into consideration before issuance of the official solicitation. This synopsis publicizes the posting of questions and Government responses on the draft solicitation for industry comment by the General Services Adinistration, Public Building Service, Office of Real Estate Acquisition, Center for Real Estate Brokerage Services, National Broker Contracts (NBC) Program. Fifteen (15) firms provided 177 questions during the comment period of 30 November to 9 December 2009.

The Government will conduct a single competition for award of multiple No Cost ID/IQ contracts to support this program's requirements on an unrestricted competitive basis. The total commission opportunity capacity will be shared amongst all awardees. A more detailed description of the acquisition strategy will be provided in the final solicitation documents to be released shortly.The official solicitation will be made available to interested parties through the Federal Business Opportunities website at www.fedbizopps.gov, under a separate synopsis.

The Center for Real Estate Brokerage Services will host a pre proposal conference for the NBC2 solicitation on 22 January, 2010 at the GSA Headquarters Building Auditorium, 1800 F Street NW, Washington DC from 9:30 am to 12:30 pm. The purpose of the NBC2 pre proposal conference is to ensure a common understanding of the Government requirements, NBC program, proposal instructions, and answers to question or comments regarding the final Request for Proposal (RFP). It will also provide attendees with an opportunity to network with government officials and industry colleagues. Attendance/participation is encouraged, but is not required for submission of a proposal to the RFP. GSA will not be responsible for any cost incurred for attending the pre proposal conference. A three (3) person maximum registration per company is necessary to ensure adequate seating. Companies interested in attending are required to register by emailing ted.mahoney@gsa.gov with the name of the individual(s) attending, company name, last four (4) digits of SSN, and email address(es) by Tuesday 19 January 2010. A Photo ID will be required for entrance to the conference. If the information required for RSVP is not received by 19 January 2010, you may not be able to secure seating or entrance to the pre proposal conference site. Additional information will be provided with the final RFP.

All responsible sources may submit a proposal which shall be considered by the agency in accordance with the solicitation requirements. This is the formal Posting of Request for Proposal (RFP) GS00P00BQD0018. The contract shall be Non-Personal in nature and in strict accordance with the solicitation, subject terms and conditions of the main contract, and each task order. The base year performance period will be for 12 months with an anticipated award date of 1 April 2010 and a start date of 1 July 2010 with four (4) additional one-year option periods. Until such time, contacts or briefings by participating offerors concerning this acquisition will not be allowed outside the formal source selection process. The Contracting Officer (CO) shall control all contact or exchanges with offerors and is the only person authorized to release information before and after contract award. Therefore, all communications regarding the NBC2 RFP source selection shall be through the Contracting Officer only.

This requirement is solicited as Full and Open Competition and does not contain set-asides. The applicable NAICS Code for this solicitation is 531210,Offices of Real Estate Brokers. Award of a contract from the forthcoming solicitation will be made on the basis of best value procedures in accordance with FAR Part 15.101 using a tradeoff process to evaluate factors identified in the solicitation. This is a follow-on contract to the current National Broker Contracts and is critical to meet GSA's mission and anticipated workload.

The Government's "primary" official point of entry shall be the FedBizOpps (http://www.fbo.gov/) website for current information and updates regarding the NBC2 RFP. The "secondary" website is the GSA.gov website (http://www.gsa.gov/brokercontracts). For proposal purposes, please download the documents posted on FedBizOpps. All relevant solicitation documents will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals.

Instructions for submission are contained in Section L.6 beginning on page 156 of the RFP. In summary, offers are required to submit one (1) copy of the price proposal and three (3) copies of their technical proposal. There is no page limit for the pricing proposal, however there are page limits contained for some factors in the technical proposal. Factor 1 - No page limit. Factor 2(a) - Two (2) page narrative plus one (1) page per resume, per person. Factor 2 (b) - Three (3) page narrative, plus two (2) additional pages per scenario. Factor 2(c) - Two (2) pages. Factor 3 - No page limitation. Factor 4 (a) - Ten (10) pages. Factor 4(b) - One (1) page.

A Pre Proposal conference for interested parties as identified in the 12 January 2010, notice, is scheduled for Friday, 22 January 2010 at the GSA Headquarters Building Auditorium 1800 F Street NW, Washington DC from 9:30 to Noon. Registration can be accomplished by submitting information to the CO or via GSA's Events web site. Attendance/participation is encouraged, but is not required for submission of a proposal to the RFP. GSA will not be responsible for any cost incurred for attending the pre proposal conference. A three (3) person maximum registration per company is necessary to ensure adequate seating. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR), at http://www.ccr.gov, in order to transact business with the General Services Administration (GSA). Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of the award. The closing date and time of submission of offers is 17 February 2010, 1:00 PM EST. No response to this notice is necessary and no Source List will be maintained.

This post releases Amendment 3 to the RFP, which was incorecctly posted to the associated Industry Day notices on 15 Feburary 2010. The date for proposal submissions has been changed by this action.

Due to the severe winter weather conditions experienced in large parts of the country accompanied by power outages and other hardship conditions, the proposal due date for the subject RFP is extended to Friday, February 19, 2010.  A copy of the amendment is attached.

Proposals are required to be submitted, no later than 1:00 PM EST, Friday 19 February, 2010, Questions are to be submitted via be emailed to ted.mahoney@gsa.gov.
