Assignment Description
The World Bank is working with other partners to implement the Violent Conflict in Indonesia Study (ViCIS). This involves building a large dataset drawing on sub-provincial and provincial newspapers across Indonesia. The first phase of the project is being implemented in cooperation with the International Relief and Development (IRD), and involves building a dataset drawing on provincial and sub-provincial newspapers in six provinces: Aceh, Maluku, North Maluku, Central Sulawesi, Papua and West Papua.
The World Bank will soon contract a firm (hereafter referred to as ‘the firm’) to complete the second phase of the project: media assessment and digital collection of archives from provincial and district newspapers published during1998 – 2009 in another 10 provinces: East Java, East Nusa Tenggara, West Nusa Tenggara West Kalimantan, Central Kalimantan North Sulawesi, South Sulawesi, Lampung, North Sumatera and Jakarta. Archives collected under this contract will later be used to build a database of violent conflict and crime incidents.
Scope of Work
The contract will involve work in the following areas: Identification of those provincial and district level newspapers in the above provinces that have published during the period 1998-2009,
Train all staff in assessment of newspapers on coverage, impartiality, presence of archives and conflict reporting policy along with the use of photography to digitalize archives,
Travel to the regions and implement the media assessment and digital collection of archives by photographing all pages of all published newspaper editions for the specified period.
Implement quality control procedures to ensure that all existing archives have been photographed and all images thus collected are clearly legible.
Provide regular progress updates and sample data from the field. Deliver the complete media assessment reports and digital archives in external hard-disks.
Funding Source: The World Bank intends to finance the assignment/services described below under a trust fund from the PCF-SUPPORTING POST-CONFLICT DEVELOPMENT IN INDONESIA.
Individual/Firm Profile: The consultant will be a firm or consortium.
Submission Requirements: The World Bank now invites eligible quantitative research firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and references etc.).
Interested consultants are hereby invited to submit expressions of interest.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
