GENERAL PROCUREMENT NOTICE

KAGERA REGION (TANZANIA, RWANDA, UGANDA, BURUNDI)
KAGERA TRANSBOUNDARY INTEGRATED WATER RESOURCES MANAGEMENT PRE-INVESTMENT PROGRAM

The Nile Basin Secretariat has applied for a grant from the Nile Basin Trust Fund, managed by the World Bank, in the amount of USD 3,370,000 toward the cost of Kagera Transboundary Integrated Water Resources Management Project, and it intends to apply the proceeds of this grant to payments for goods, related services and consulting services to be procured under this project. The project will be executed by the Nile Equatorial Lakes Subsidiary Action Program Coordination Unit, Kigali, Rwanda, where the project management unit is also located.
The project will support long term investments and capacity building to leverage investment opportunities in the Kagera catchments, through the implementation of the following three components: 1. Promoting investment opportunities through project preparation studies; 2. Capacity building as per the Kagera capacity building plan; and 3. Project management and coordination in support of the project management unit.
The project will include the following major consulting services:
- Feasibility study for multipurpose storage reservoir covering aspects development of small hydropower development and water supply and sanitation (water management-related consultancy services)
- Feasibility study for an agriculture development program with a focus on agriculture water aspects involving crop production, fisheries management and livestock development (agriculture-related consultancy services)
- Study for an integrated watershed management program with a focus on wetlands management, Agro-forestry and water quality management (water management-related consultancy services)
Procurement of contracts financed by the grant will be conducted in accordance with the World Bank’s "Guidelines: Procurement under IBRD Loans and IDA Credits" dated May 2004 revised October 2006; and "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" dated May 2004 revised October 2006.
Specific procurement notices for contracts to be bid under international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in the UN Development Business and dg Market.
